With the conclusion that the policy and leadership of the party should be changed immediately by addressing the demands for change raised by the Gen-G movement, the other party started the signature campaign.

Disagreement has increased within the Congress on whether to immediately address the demands for change raised by the Gen-G movement or to run the party as it is. A group including Congress General Ministers Gagan Thapa and Vishwaprakash Sharma is in favor of a special convention with the conclusion that the party's policy and leadership should be changed immediately. While the establishment side is not ready for this.
On Monday, 119 other central representatives of the establishment have signed the symbolic signature, demanding an immediate special session. Gururaj Ghimire, the leader of other organizations, informed that the signature campaign will be officially started from Wednesday.
There is a provision in the Congress that the Central Working Committee itself can call a special convention in extreme circumstances. If the central working committee is not ready for this, even if at least 40 percent of the central convention delegates submit a petition with signatures, the president must call a special convention within three months.
After the establishment side was not positive for both these situations, the representatives of General Minister Thapa and Sharma Khema are busy preparing for the signature campaign. At least 1,903 signatures are required to call a special session in Congress, which has 4,757 central representatives.
"Due to the technical delay in making the 'format' with the agenda for calling a special convention, we will formally start collecting signatures from Wednesday," Ghimire said.
Commenting on the question of corruption, corruption and mismanagement, leader Ghimire insists that it is not possible for the executive body to find an answer to the question of why this situation has arisen and by whom.
'Hasn't this situation come about because of the policies and steps we have taken? It is no longer possible to discuss these questions from the executive body, a special convention is necessary,'' Ghimire said, 'it is better if the central working committee calls for that, otherwise we will submit a petition with the signature of 40 percent.'
Chief Minister Thapa also says that it is not possible to say that he will keep the party as it is in such a turbulent situation in the country. "We have always picked up the right thing but left it in the middle, we will not leave it this time," emphasized Thapa. Leader Shekhar Koirala also said that he is clear that the convention should be called immediately.
He said that if possible, a regular convention should be held in November, if that is not possible, a special convention should be called, but the party should immediately change its policy and leadership. I am clear that the time for the convention should not be extended. If possible, let's hold a regular convention within November, if not, we should go to a special convention,' Koirala said.
The establishment side is dissatisfied with the role played by General Minister Thapa and Sharma in convening the special convention. The meeting of five ex-officers held on Monday at the residence of Prakashman Singh, the leader of the establishment party, at Chaksibari, has concluded that there is no possibility of a special convention or a regular convention within November. Along with Singh, Bimalendra Nidhi, Krishna Prasad Sitaula, Shashank Koirala and Prakasharan Mahat were present in that meeting. Mahat, who is also the spokesman of the
party, said that it is not humanely right to raise the issue of a special convention as the chairman Sher Bahadur Deuba is undergoing treatment.
"We are not in favor of not reforming the party, but it is not good to talk about calling a special convention before the chairman who is undergoing treatment returns, it is not good to say that the leadership should be removed now," Mahat added, "After the chairman comes, we can discuss how to proceed from the central working committee meeting."
However, General Minister Thapa and Sharma have been insisting on the need to change the policy and leadership of the party to address the sentiments of the youth within the Congress. Mahamantri Thapa has already given a message to intervene for policy and leadership through a video last Saturday.
'There has been so much upheaval, can we sustain the party as it is? This is not possible," said Thapa. He said that if there is no reorganization of the party, the sentiments expressed in the movement and the expectations of the youth cannot be addressed.
Thapa has said that since there was a special convention in 2014, the policy and leadership of the party can be changed through the special convention. The working committee led by Suvarnashamsher Rana elected in 2012 decided to hold a special convention.
Varnaji made way by resigning and BP Koirala became the chairman in 2014. The same leadership made the Congress a party with a two-thirds majority. Today, such an opportunity has come again," said Thapa.
Spokesperson Mahat said that if the leadership wants to renew the old active membership, open new membership for two months, suspend the articles of the constitution and hold the central session directly, they can go to the regular convention as well. If that is not the case, he says that there is also an option to go to the special convention from the voter representative of the 14th convention.
Joint General Minister Jeevan Pariyar also said that there is no difference of opinion between Koirala and Thapa on the agenda. "There is no difference of opinion between the Chief Minister and Shekhar Dai that the party's policy, program and leadership should be selected by calling a special convention, this is the agenda of all of us," said Pariyar.
Central member Nainsingh Mahar is of the opinion that instead of going to a special convention and drawing a line of division within the party, it should go to the regular convention three months later. He said that since the tenure of all office bearers and central members including the current chairman will end from next November, the regular convention can be held on the same date.
