This year's Bibhushan (Honours) distribution process has been stopped due to a 'Bhagbanda' between the ruling parties in the selection of individuals. 9 months ago, a committee was formed under the chairmanship of Deputy Prime Minister and Urban Development Minister Prakashman Singh, including Home Minister Ramesh Lakhtar and 6 other 'expert members' to recommend the persons who will receive the jewels, but the government has not been able to finalize the list of persons who will receive the jewels due to the lack of 'Bhagbanda'.

Along with this, the cabinet source informed that the jewel distribution process has been stopped. Under the chairmanship of Deputy Prime Minister Singh, a Bibhushan Recommendation Committee was formed with Home Minister Writer, expert member, Lavdev Awasthi, Gopinath Mainali, Sharmila Karki, Umeshraj Joshi, Surendra Jha and Yogendra Bahadur Gurung as members and Home Secretary Gokarnamani Dwadi as member-secretary . The committee made the criteria to get jewels and collected the list at one stage and submitted it to the Ministry of Home Affairs .

Twice the work of selecting the person who will receive the bibhushan has been carried out by calling for public notice, but the name has been kept secret. The Council of Ministers constituted the Bibhushan Recommendation Committee on 6th November 2081 . A month and a half later, on 22 December 2081, the committee first issued a public call for Bibhushan by giving a 35-day notice and an additional 7 days after this time.

In the meantime, after determining the quota of jewels and the qualification of the person who will receive them, 'Jewellery Recommendation Procedures and Honors Standards-2081' was issued. In the criteria, the eligibility of individuals and organizations to receive the quota of 201 jewels was also determined . Based on the same criteria, the government was preparing to announce the names of the recommended persons on Nepali New Year Baisakh 1 or Republic Day May 15 and decorate them by the President on 'Kun Ek National Day'. The government had prepared to award jewels from the President on Constitution Day (October 3). However, so far the committee has not been able to decide the list of those who will receive the bibhushan .

'The jewelery distribution system has been controversial and discredited since the recipient of jewelery cannot say what basis and reason they got it and the giver has not been able to justify why jewelery has been given. What is clear from this is that the distortion which has been repeating in the past in the distribution of jewels has become institutionalized, and there is no sign of improvement.'

Earlier in 2078, even during the government including the Congress and Maoists, the distribution of jewels was stopped at the last moment due to the lack of a share. At that time there was a dispute in the committee chaired by Deputy Prime Minister and Defense Minister Purna Bahadur Khadka with another Deputy Prime Minister and Home Minister Narayan Kaji Shrestha. Due to the controversy, the Council of Ministers postponed the process saying that they would only recommend jewels after making criteria in a scientific and transparent manner. Since then, the jewel distribution process was stopped .

In sub-item (e) of point 6 of 'Jewelry Standards-2081' issued by the Council of Ministers last year, it is said that the Jewelery Committee will finalize the jewelery recommendation work by the 15th of Chait every year and submit a proposal to the Cabinet of Ministers of the Government of Nepal by the middle of Chait. Similarly, in sub-point 'u', it is said that the list of persons to be decorated by the honorable president will be announced on May 1 or Republic Day on May 15 and for the beautification program it will be done on one of the national days.

In the past years, the government has been criticized by the public after increasing the number of recipients of jewels and giving jewels to activists and activists. Last time, every year, the number of Bibhushan was set at 201 and it was mentioned in the criteria that those involved in various professions/businesses would be honored within it. In the revision of

criteria, a provision has been made to give jewels to the very special ones who have held positions at high levels in the past . Accordingly, this time the government had prepared to provide the highest level jewels to the former president. However, since the list has not been finalized, the work has not progressed .

The criteria has been revised to award Maha Ujjwal Rashtradeep (first class) to two people from the former Vice President, former Prime Minister, former Chief Justice, former Speaker of the House of Representatives and former Speaker of the National Assembly.

The Council of Ministers issued a new standard in December 2081 after revising the 'Jewelry Recommendation Procedures and Provisions 2075' released 6 years ago . In which the quota of jewels is set at 201. According to the

criteria, Nepal Ratna can be given to one person at a time and Rashtra Gaurav to 2 people at a time. Regarding the Rashtradeep, it has been arranged that the Maha Ujjjwal Rashtradeep will be given to 2 people first, the Ujjwal Kirtimaya Rashtradeep will be given to two people and the Sukirtima Rashtradeep III will be given to a maximum of 5 people. In other bibhushan also it is mentioned that the bibhushan will be determined by determining the quota.

There is a provision that chief district officers can recommend names of jewelry from different districts, while the latest revised standards have opened the way for recommendation of jewelry from state and local governments.

As a quota, 25 to the Nepali Army, 20 to the Police, 12 to the Armed Police and 4 to the National Investigation Department, 1 to 300 civil servants in each ministry/department, 2 to 500, 3 to 5000, and 5 to more than 5,000 have been kept in the new standard.

From all 77 districts, the chief district officer can recommend the names of 4 people including two from the district employees and two from the general public/profession/business/social work. There is a provision that the head of the rural municipality can recommend the names of 2 people from the subordinate municipality, 3 people from the municipality head, 4 people from the sub-metropolis and 6 people from the metropolis and send them to the center.

Every state government can also recommend and send names of up to 20-30 people . However, it has been possible to decide the name after studying the list that has been recommended at one stage. Due to this, an officer of the home informed that the process of distributing jewels this year may not proceed.
