Only 66 MPs were present at the meeting of the House of Representatives, out of which the quorum should be 69 to submit the government's proposal for decision. There are only 164 MPs from Congress and UML in the House of Representatives.

Prime Minister KP Sharma Oli addressed the meeting of the House of Representatives on Wednesday. Oli informed the House about Nepal's high-level participation in the Third United Nations Conference of Landlocked Developing Countries held in Avaza city of Turkmenistan and the current political situation of the country.

In the meeting of the House of Representatives, After the of Prime Minister Oli's speech, all the ministers, most of the MPs from the ruling party were present in the House. Congress Chairman Sher Bahadur Deuba, who rarely comes to the Parliament, also participated in the meeting of the House of Representatives on Wednesday. In Wednesday's meeting, three ministers of the government answered the written questions of MPs. For that reason, there was a large presence of MPs in the House of Representatives.

However, after listening to the Prime Minister's speech and the answers of the ministers, the parliamentarians began to leave . Meanwhile, Minister of Communication and Information Technology Prithvisubba Gurung presented a proposal that 'Information Technology and Cyber Security Bill, 2082 should be considered'. The MPs discussed the proposal. After the discussion, Speaker Devraj Ghimire proposed that the bill be considered. However, the seats of the parliamentarians were already vacant.

After the Speaker presented the proposal for decision, the main opposition Maoist MP Gyanu Basnet Subedi raised the issue of quorum. Referring to the provision made in Article 94 of the Constitution, she said, 'A quarter of the number of members of the House of Representatives must be present when any question or proposal is submitted for decision. Therefore, if the quorum is enough, I demand for the calculation if it is not enough.'

Then the Speaker instructed the Parliament Secretariat to confirm the quorum by ringing the bell for 3 minutes to ensure the quorum.

When the MPs were counted after ringing the bell for 3 minutes, a quarter of the House of Representatives ie 69 MPs were not in the meeting room . "According to Article 94 of the Constitution of Nepal, a quarter of the members of the House of Representatives must be present to submit any question or proposal for decision. When the quorum number is determined by ringing a bell for three minutes, the quorum number should be 69 to submit this proposal for decision. As the current number of honorable members is 66, the quorum number is insufficient, I would like to inform you that the rest of the program has been canceled," said the speaker. 3 MPs did not reach the required number.  

The speaker then announced that the meeting of the House of Representatives has been adjourned until 1 pm on Thursday . The bill was adjourned due to quorum. 

The number of the ruling Congress and UML is almost two-thirds in the House of Representatives. 88 from Congress (Mohan Basnet suspended), 78 from UML (Top Bahadur Rayamazhi suspended) and the number of MPs who can go to Parliament is 164. There are 7 MPs from JSP and 4 MPs from LOSPA in the government. When the bill is presented for decision in the parliament, it is the responsibility of the ruling parties to reach the quorum. When presenting the government's proposal for decision, the parliamentarians of the ruling party must pass it with a majority. 

The opposition Maoists, United Socialists, JSPA are participating in the parliamentary process while RSVP and RPP have been boycotting the parliament meeting.
