After KP Sharma Oli was appointed as Prime Minister for the first time on October 24, 2072, the first decision he made in the first cabinet meeting was to make the country Tuin-free within two years. Even after a decade of this decision, the compulsion to cross the river from Tuin has not gone away in more than a dozen places in Karnali and Far West. The news of Tuin falling in the river and disappearing while swimming has been coming for years.

Last Tuesday, 28-year-old Narayan Singh Budhathoki of Byas Rural Municipality-2 of Darchula went missing in the Mahakali river after falling while swimming. He was walking to the district headquarters through the Indian road for shopping, and fell into the river when the pole on the Indian side, which was tied to the tuin, broke. Last year also Sundarsingh Bhandari of Dumling went missing after falling from Tuin. Last year local Sachin Budhathoki Tuin fell in Mahakali while swimming.

The number of missing and dead after falling into Tuin Tarda Mahakali in Beas Rural Municipality is 23 since 2050. Among them, there are only 20 people from Vyas-2 Dumling, according to the data of the ward office. "After Jaisingh Dhami disappeared after falling from Tuin in 2078, we collected the data of our own ward and other wards, and it was found that most of the citizens were from our own ward," said Dhiransinh Budhathoki, the ward president of Vyas-2.

According to the ward office, Sita Budhathoki, Himshikha Budhathoki, Jaisingh Budhathoki, Barusingh Budhathoki, Vinita Budhathoki, Lakshmi Bhandari Budhathoki and Vimala Johari of Vyas-2 have been missing since 32 years while traveling from Tuin connecting Nepal's Dumling and India's Ghattebagh. Similarly, Sachin Budhathoki, Jaspal Lohar, Bhawansingh Kunwar, Kisma Dhami, Devsingh Dhami, Indrasingh Dhami, Bhupendrasingh Dhami, Kushalsingh Budhathoki, Basanti Kami, Rohit Kami, Jaisingh Dhami and Narayan Budhathoki are missing in Mahakali. In the meantime, the dead body of Sundersingh Bhandari (Sindal) who had fallen on Tuin Tarda was found.

Bira Lothyal of Mahakali municipality, Kailash Lama of Humla and Mahiman Garbyal of Garbhadhar in India are also missing after falling from Tuin, according to the ward office. Ward president Budhathoki said that since Tuin has been used for many years in all parts of Byas, there may be disappearances in Mahakali in other wards as well. But other wards and police offices do not have data about this. According to Chhatra Bahadur Rawal, Information Officer of the District Police Office, only data from 2078 is available.

In Darchula, from the district headquarters Khalanga, residents of the upper region still cross the Mahakali river from Tuin. They also use the Indian road from Tuin to cross the Mahakali to come to the headquarters. Locals have made tuin by tying Mahakali Tarn Dori (made of bamboo or plastic) or iron wire at different places of Vyas-2 and 5.

Mahakali has been crossed from Syaku and Naji in Vyas-5 and Tuin in Vyas-2 Dumling area Kalju. As it takes 2 to 3 hours to reach the Jholunge bridge, the residents near the settlement keep tuins, said Budhathoki, the ward president of Vyas-2. He said that due to the lack of road access in all areas of the rural municipality, the locals have to use the Indian road to go around the district headquarters or to buy consumables and medicine.

5/7 years ago, till the suspension bridge connecting Nepal-India was built, tuin was put in more than dozen places from Badugaon to Budi in Byas. Now suspension bridges have been built in Badugaon, Tigram, Malghatte and Mal. There is a decades-old Kathepul bridge in Sitapul connecting Nepal-India border in Beas.

Veer Singh Dhami, Ward President of Vyas-5, said that bridges are needed at Syaku, Dumling and Budi in Dhaulakot. It takes more than 3 hours to reach Tigram or Malghatte bridge from Mahakali bank settlements of Syaku and Nazi. He said that the locals take risks in Mahakali's valley because Tuin Tarer can reach the headquarters in 3 hours. Budhathoki, the ward president of Vyasa-2, said that even though he asked the locals not to use tuin, they refused.

The Darchula-Tinkar road being constructed by the Nepali Army is open to Malgaon but the vehicles are not running. Dumling is a three hour walk from Malgaon. Locals say that the compulsion of Tuin will be removed only if the transport is operational up to Tinker.

A decade of evacuation announcements: The death toll from falling from Tuin has not stopped

Vinodsingh Kunwar, vice chairman of Beas Rural Municipality, says that it will be easier if the government builds a road sooner than the suspension bridge in Mahakali. For this road of strategic importance, the federal government has budget allocation of 1 crore in the current financial year. How much work can be done with such a budget?' He said, 'Even if the suspension bridge is initiated, it will take one or two years to build it. It would be better to focus on the road.'

Chief District Officer of Darchula, Anil Paudel, says that Tuin has been taken illegally in the international border river. He said that even though they were asked not to wear illegal tuin due to the security sensitivity of the two countries and issues related to life, the locals ignored it. "As the Mahakali is an international border river, the use of Tuin adds risk as well as security. Even if there is some difficulty in walking, we have requested to use the bridge," he said. "The security personnel have been asked to increase vigilance in the area where Tuin will be installed. But it sounds like it's being run secretly.'

To cross the river

53-year-old Bhadra Bahadur Khadka of Chedagad Municipality-6 Suwanauli in Jajarkot is working in a rural cooperative organization. He has to go to Junichande rural municipality-4 Luwadah to Majkotkhola tuin for savings collection and loan collection. "There is no bridge near the village, there is a risk of injury and falling when climbing the tuin," he said.

Roman Vic, who is studying at the graduation level, is not going to go to Gyankunj campus for Dussehra. "If you cross a bridge from another village one hour away, you miss your studies," he said, "If there was a bridge, it would be safe, easy and short, but no one was interested in the construction of the bridge." Along with him, 10 students are going to Tuin Tarerai campus. Three years ago, 2 people lost their lives after falling from the tuin there. "4/5 people are injured a year," he said.

The residents of Junichande-4, Chedagad-4 and 6 built Tuin themselves eight years ago for convenience. But it is dangerous to cross because of rusting of tuin sticks and tight wires. Ward president of Junichande-4 Hari Bahadur Khadka said that 50 people cross from Tuin a day. According to him, suspension bridges have been constructed at Birakhola and Lamatada in Majkotkhola. However, locals have to walk for at least an hour to cross those bridges.

In Majkotkhola, there is another tuin connecting Junichande-4 Luwadah and 11th ward. Kamal Sharma, a teacher of Luwadah Basic School, said that sick people also have to ride a train to go to the health post in Ward No. 11. "There is also a big market over there, so you have to ride the tuin everyday for shopping," he said, "There is always a risk that the tuin will fall because it is dilapidated. Sometimes people from the village have to be called when the tuin gets stuck in the middle. According to him, two years ago, one person died after falling from the tuin.

10 to 20 people also commute to Tuin, which connects Syaltada to Simaltada, located in Junichande rural municipality-1. Bhupendra Prasad Jaisi, head of Infrastructure Development Office, Jajarkot, said that although he sent a request to the provincial government for the displacement of these three tuins, there was no hearing.

Humla - 2 Ripgaon of Sarkegad Rural Municipality of Humla, located on the Karnali River, and up to 30 local people cross the Tuin built by the Nepali Army two years ago to connect the Karnali Corridor. ``To cross the bridge, one and a half hours away, we have to reach Dulimundi,'' said local Maniraj Budha.

Another tunnel has been built in Karnali River to connect Nepka and Lotigaon of Chankheli Rural Municipality-4 in Humla. Padma Bahadur Shahi, ward president of Chankheli-4, said that due to the lack of construction of the bridge, the locals were forced to climb the Tuin. According to the Karnali Province Police Office, 8 people have lost their lives by falling from Tuin since the financial year 2076/77, while 23 people have been injured by falling from Tuin. Although no one has died since a year, the office said that 7 people were injured after falling from Tuin. DIG Madhav Shrestha said that the sticks of tuin are broken, the nutbolts tightened in the tuin are loosened and accidents happen due to the heckling of the locals.

There is no data on how many tuins are there in Karnali province. The state government has announced in the policy and program to make Karnali Tuin-free within the current financial year. For this, the Ministry of Physical Infrastructure and Urban Development issued a public notice for subordinate agencies and local levels on 26 June. According to the spokesperson of the Ministry, Ramesh Subedi, there have been requests for construction of bridges in 52 places so far. "We have asked to send the details of the places where the tunnels have been constructed, but there have been many recommendations for bridge demand," he said.

A decade of evacuation announcements: The death toll from falling from Tuin has not stopped

This year, the provincial government has allocated 15 million rupees for the construction of Jholunge Bridge by displacing Tuin. "To build a suspension bridge, at least 30 lakh rupees is required," said Subedi, the spokesperson, "with the amount allocated now, the tubes can be displaced in 5 places."

Residents of Bangad Kupinde Municipality-2 Kunik in Salyan use tube in winter and tuin in dry season as there is no bridge over the river Bheri. After the demand for the suspension bridge was not met, the locals built Tuin two years ago to cross the river at their own expense. Tuin has been installed because it is not possible to swim through the tube in the rainy season. Local 10 families have to go to Cheda Bazar in Bheripari Jajarkot for shopping. Locals said that 8 out of 10 students of this village live in Dera towards Jajarkot because of the risk of crossing the river every day. Some local families have temporarily settled in Jajarkot across the street as problems started happening in the neighborhood every day.

According to local Gopilal Acharya, Tuin did not operate for a long time after the person who operated it died last year. Now the locals have been crossing from Tuin by pulling the rope themselves. After the installation of Tuin, it has become easier for the locals to transport and transport their daily necessities. Tubes were started to be used to cross after the nearby suspension bridge was washed away during the monsoon two years ago. Locals said that when there was a problem in taking the patient to the hospital in the tube, after collecting Rs. They have put a 125 meter long tuin in Bheri.

Dilli Gharti, a local, said that because the water level rises during the drought, it is not possible to cross through the tube. He says that even though the government has come to displace Tuin, they have not shown any interest so far. "Earlier, many people used to cross from Tuin. Now they use it sporadically only during farming, but the risk is the same, he said. He also informed that there is no bridge and crossing the Bheri River is risky, so the local migration is shifting. Man Bahadur Khatri, Ward President of Bangad Kupinde Municipality-2, informed that a technical study has been done for the construction of the floating bridge at that location.
