Chairman of the State Order and Good Governance Committee Ramhari Khatiwada has said that there should be an investigation into the manipulation during the cooling period.

He made this demand while talking to the media persons at Singha Durbar on Tuesday. He also said that he has asked for an investigation on Speaker Devraj Ghimire. 

He said that when the committee decided that no constitutional or government appointment would be made before the completion of two years from the date of resignation or retirement from civil service or other government service, a clause was added below it and taken to the House. 

He says that such action is a serious and big blow to the Parliament. He said that such a big mistake would not happen in making a law. He said, "What we had mentioned, the main point was section 4, about the famous cooling period of civil servants." We have mentioned that a civil servant or an employee who has resigned or retired from other government service will not get any constitutional or government appointment before the completion of two years from the date of retirement. That was the original meaning. We found that a clause was added below it and passed later in the House. Whose fault is this? They should be brought to justice.

In the bill registered by the government in February 2080, there was a provision that ``one should not work in a position other than constitutional, diplomatic appointment or any other appointment made by the government for two years from the date of retirement without the prior approval of the government of Nepal.'' This article did not have any obstacle in constitutional and political appointments. 

It was intended to require the approval of the government only to take appointments in private and non-governmental organizations apart from the government. In the bill passed by the committee, the word "except for any other appointment made by the Government of Nepal" is not included in the constitutional or diplomatic appointment, but the word "except when it reaches the House of Representatives" has been raised.
