Rajendra Prasad Pandey, MP of CPN (Unified Socialists) has accused the secretaries of threatening the government during the cooling period. He made this allegation while talking to mediapersons at Singha Darbar on Tuesday.

He said that after a long discussion, 4 ministers (Defence, Home, Federal Affairs and Education) agreed on a cooling period of two years, some secretaries went to threaten the Prime Minister that they will resign together and there is plenty of room to suspect that there may have been manipulation in their collusion. 

He said, 'After a long discussion, 4 ministers sitting together, Minister of Defence, Home, Federal Affairs and Education, said that the Minister of Home Affairs had agreed on a cooling period of two years. This bill was then passed. I heard that some secretaries went to threaten the Prime Minister that they will resign together. A civil servant or an employee who has resigned or retired from other government service will not be appointed to any constitutional or government post before the completion of two years from the date of retirement. This is the subject we have passed. Now the old bill which was presented in the parliament to refute it, has added the rest to it. What is not needed. It can be said that the secretaries who were involved in making this in a threatening manner have played their game.''
