Federal Affairs and General Administration Minister Rajkumar Gupta has said that the bill passed unanimously by the State System and Good Governance Committee under the House of Representatives will be passed by the Parliament without any amendment.
Answering the questions raised by the parliamentarians during the discussion on the Ministry's Appropriation Bill in the House of Representatives on Monday, Minister Gupta clarified that no amendment will be made on the civil service bill.
'The Federal Civil Service Act which has been unanimously tabled in the House by the Constitution Committee . This is not a cooling off period in the federal civil law, there is no change in full stop and income,' he said.
Minister Gupta has made this commitment while the Chief Secretary and Secretaries of the Government of Nepal are lobbying to remove the provision of the 2-year cooling off period provided in the Bill.
The State Administration Committee has provided that employees cannot be appointed to any government service for 2 years after they retire from service through mandatory retirement or resignation. The chief secretary and secretaries are putting pressure through Prime Minister KP Sharma Oli, party leaders and ministers against the said arrangement.
