The appointment of the Governor of the National Bank, the promotion of the Additional Inspector General of Police (AIG), the protests of various groups on the streets and the comments of the Congress leaders about the functioning of the government have raised doubts about the future of the ruling coalition. Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba had a long conversation on this issue on Tuesday morning.

Due to disagreements between the two ruling parties, a meeting of the mechanism has been called on Wednesday to discuss further. The meeting of the UML Secretariat on Monday decided to discuss the dissatisfaction raised by the Congress in the political mechanism.

Congress leader Shekhar Koirala, Chief Minister Gagan Thapa and Vishwaprakash Sharma have started criticizing the government's functioning in the public forum. Congress General Minister Thapa, who has been supporting the Oli-led government since the beginning, criticized the UML leaders. "On the one hand, the government is being criticized and on the other hand, there is confusion in the appointment and distribution, it seems that there is a mess in the coalition," said a minister. 

According to that minister, both Congress and UML are taking a stand saying that they should get the governor. The post of governor has been vacant since 24 March after the term of office of Mahaprasad Adhikari ended. According to the law, a new appointment should be made one month before the term of the governor expires. But since the two parties could not reach an agreement, Deputy Governor Neelam Dhungana has been given the permanent responsibility. The meeting of the committee formed under the coordination of Finance Minister Bishnu Prasad Paudel for the recommendation of the governor has not been held.

The Minister says that the promotion of AIG in Nepal Police has also been stopped due to the inability to reach an agreement between the two leaders. Currently, 6 posts of AIG are vacant. DIGs Chandrakuver Khapung and Lalamani Acharya, who joined the police service in 2052, DIGs Dan Bahadur Karki, Manoj KC and Rajan Adhikari, who joined the police from the rank of inspector in 2054, are competitors of AIG.

He was promoted to DIG last year. DIGs Siddhivikram Shah, Himalayakumar Shrestha, Sushil Singh Rathore, Umaprasad Chaturvedi and Dumbar Bahadur Vick, who joined the National Investigation Department from the official level in 2053 and were transferred to the Nepal Police, are also competing for the post of AIG. 

Another issue of disagreement between the two parties is the teachers' movement. 15 organizations including Nepal Teachers' Association close to the Congress, Nepal National Teachers' Organization close to the UML are holding street protests demanding the release of the School Education Act. It has been two weeks since they protested on Maitighar-Baneshwar road section. Due to the

movement, there has also been a problem in the traffic management of the valley, while the admission campaign, class 12 exam preparation and SEE answer sheet testing have been affected. "Prime Minister Oli has proposed to put pressure on the Congress leaders to withdraw their union from the movement, I will withdraw the UML organization," said one UML leader, "but Deuba is not interested in this matter." 

In the meantime, Congress President Deuba is scheduled to go to Singapore for health treatment on 7th Baisakh. According to sources close to Deuba, he is going to Thailand for an eye and stomach examination. Home Minister Ramesh Akhtar claims that there is no disagreement with the UML. He said that all matters such as the appointment of the governor, promotion in AIG, etc. will proceed according to the agreement between the two parties. “We are in a vibrant democratic practice. It raises various issues from different angles. It does not mean that the government will fall based on that. "There is no adversity in the equation and the government," said the writer. 

Meanwhile, Congress General Minister Thapa criticized the government's working style even in a public event held in the capital on Tuesday. He said that after two major political parties formed the government, it was expected to speed up the work of development and construction, but the priority of the government was towards the end.

Prime Minister Oli raised the issue of Chief Minister Thapa's criticism of the government with Congress President Deuba in Baluwatar on Tuesday. Oli said that it is not appropriate for leaders in the political system to publicly criticize the government. "If there are some problems, they can be solved by sitting in the mechanism," said an official of Baluwatar, quoting Oli's statement. After that, Congress President Deuba suggested to discuss the problems of the government in the political system.
