Educational activities of 7 million children in 34,000 schools will be affected and the examination of answer sheets of 5 lakh students participating in SEE will also be delayed.
The Nepal Teachers' Federation has announced an educational strike, demanding the release of the School Education Act.
After the end of the winter session, the Federation of Teachers has put forward three options for the promulgation of the Education Act. The Federation has put forward the demand to bring the School Education Act by calling a special or adjourned session or by ordinance. Federation president Laxmikishore Subedi said that the educational strike was announced from Monday to strengthen the ongoing movement since March 20 after the government ignored their demands. President Subedi and General Secretary Tul Bahadur Thapa have issued a statement to close all schools across the country and asked teachers and staff to participate in the educational street movement in Kathmandu. At the end of the current academic session and the beginning of the academic session starting from April, the federation has appealed to the teachers not to engage in any activities like examination of answer sheets, publication of results, training, seminars, seminars, educational visits.
Even when the government calls for dialogue, dialogue and discussion, the Federation has been refusing. To strengthen this movement, a general educational strike has been announced from Chait 25, 2081. Now, we request all the teachers-employees to come and participate in the educational street movement in Kathmandu by closing all the schools across the country," said the statement issued by the federation. The teachers' federation includes various political parties including Congress, UML, Maoists, teachers' organizations, private school teachers' unions, student-staff unions. The educational strike announced by the federation will affect the educational activities of 34 thousand public and private schools across the country. Due to the strike, the preparation of educational activities of 70 lakh children will be disrupted and the answer book examination of 5 lakh students participating in SEE will also be delayed. Even though classes are not held in schools, the month of March is the time for conducting new admissions and academic session along with publication of student results.
According to the Ministry of Education, the strike will further disrupt the educational activities along with the teachers' movement. Spokesperson and joint secretary of the ministry, Shivkumar Sapkota, said that the teachers should stop the agitation and strike and come to a dialogue. The teachers' movement has attracted the attention of the government. We have called for dialogue and dialogue," he said. "The government is keen to fulfill the demands of the teachers and send them to the workplace. The Ministry of Education has called for facilitation. Spokesperson Sapkota said that the process of drafting the Education Act has also progressed.
The School Education Bill, which was registered in Parliament in August 2080, is currently being discussed in the sub-committee under the Education, Health and Information Technology Committee of the House of Representatives. The government had expressed its commitment to pass the bill from the winter session. An 11-member sub-committee has been formed under the chairmanship of MP Chabilal Vishwakarma to discuss the issue quickly. Education Minister Vidya Bhattarai said that 19 points have been resolved in the discussions that have been going on since 18th of Chait. "We have also sent all the agreements with the teachers in the past in agreement," she said, "we have been discussing and finalizing them according to the agreement."
He said that the sub-committee is working to submit a report to the committee within May 23. "As soon as the next session of Parliament begins, work is being done to submit the bill to the Parliament along with a report to pass it," said Minister Bhattarai.
After the end of the winter session, the Federation of Teachers has put forward 3 options to issue the Education Act. The federation has put forward the demand to bring a school education law by calling a special or special session or by ordinance. Chairman Subedi said that the law should be issued according to the previous agreement rather than dialogue. The government had agreed with the Federation of Teachers in 2075, 2079 and 2080. There are 3 types of teacher demands. A constitutional amendment is necessary to meet the demand of teachers who are not under the local level and have a district education office. While managing the second teacher's promotion and promotion will add to the state's expenditure, there are demands that can be easily met, including maintaining the dignity of the third teacher.
Educationist Vidyanath Koirala said that the current situation has come about due to the stubbornness of the leadership of the government and teachers' federation. “The government made an agreement with the teachers but never followed through. Now it should be clearly stated about the demands that can be fulfilled and the demands that cannot be fulfilled. Don't just hang on to the fact that it always happens/happens,' he said. Educationist Koirala commented that the past governments have been dishonest by agreeing that the demands related to constitutional amendment will also be fulfilled. He alleged that the leadership of the teachers' union was not able to clearly state their demands and stand and only called for a protest. He said, "All-party consensus is needed to meet the demands of teachers."
The teachers have announced a protest with some professional demands and some against the constitution and federalism. The constitution provides that the local level will have sole authority up to secondary education. But the teachers have been refusing to stay under the local level. Their main demand is to keep the district education office/unit as it is and organize the supervision, dismissal, transfer, promotion, appointment and action of teachers. People's representatives and educationists at the local level have been saying that there should be a single right up to the secondary level. In the past, the Ministry of Education has agreed with the Federation of Teachers to keep school education in the list of common rights of all three governments, restore the district education office, make temporary teachers permanent through internal competition, and maintain the posts of child development teachers and school staff. According to the same consensus, the teachers put pressure to pass the school education bill.
In October 2080, teachers also demonstrated in Kathmandu for 3 days. After the government agreed with the commitment to meet the demand when the law is issued, the teacher returned to the school. Due to the delay in passing the bill, it is not guaranteed that the demands and consents will be included in the law, so they had to announce the protest, according to the teachers participating in the protest.
