In the annual action plan submitted in the UML Politburo meeting in the last week of August, there was a proposal to build a party office. For this, the committee formed under the coordination of Senior Vice President Ishwar Pokharel decided to collect at least one hundred rupees from each party member. However, less than a month later, UML has given the task of constructing the building to Meen Bahadur Gurung, the founder and owner of Bhabhateni Supermarket. 

Gurung has taken it upon himself to construct a state-of-the-art building on 10 ropani and 14 annas of land at Dhunge Adda in Maitrinagar of Kirtipur Municipality and hand over the keys for the next Dasain event.

After Prime Minister Oli and Bhatbhateni's owner Gurung's couple jointly laid the foundation stone of the building on Friday morning, there has been public criticism. However, the UML leadership has stood by its decision. Senior Vice President Pokharel responded that building a building with the help of businessmen is not a crime. Is it a crime for a reputable businessman to help build a central office? The party accepted after Gurungji himself said that he would help to build the central office.

The construction committee led by senior vice-president Pokharel has been dissolved after businessman Gurung will build it. Pokharel said that earlier there was an attempt to build a building in Balkhu, Kathmandu, where the central office is located, but due to lack of land, they looked for alternatives. Gurung and Savitri Ghale have provided 10 ropani and 14 annas of land for the construction of a new office building due to the condition of the central office of UML which was damaged by flood and Ledo. It has nothing to do with it, voluntarily donated the land, received it by UML. Let's not defame without knowing the facts.' 

Gurung has said that he will hand over the building within one year (2082 Ghatasthapana) at his own expense. But not sure how much it will cost. UML General Secretary Shankar Pokharel has stated that the cost of construction of the building has not been met. Gurung says that since he has been a well-wisher of UML for a long time, he helped build the office building.

The UML office in Balkhu was destroyed by the 2072 earthquake. After that, the party office was moved to the Pasang Lhamu mountain climbing establishment in Dhumbarahi under the leadership of Oli. The foundation built the building after the cabinet meeting on February 8, 2063 gave us the rights of land of 4 ropani 5 anas connected to the main road in Dhumbarahi. But the UML ignored the opposition for keeping the party office on the government land provided for social work. Not only that, the office of the CPN, formed by merging with the Maoists, was also in the establishment.

After the Maoist split, the UML moved the party office to a private house in Thapathali. That house belongs to businessman Sanjay Agarwal. In May 2079, the UML party office was shifted to the structure of Tulsi Lal Memorial Foundation in Chaisal after it was also criticized. The foundation, which was opened in the memory of the left-wing leader Tulsilal Amatya, to carry out research on political and social studies, was granted the right of 12 ropani 6 annas 5 paisa 3 daams of land by the cabinet meeting on 10th Chait, 2058. However, contrary to the terms/agreement, there is an office of UML in the structure of the establishment. UML searched for another building after the same office was flooded. But on February 3, 2080, the special court gave a verdict and convicted 131 people including Gurung. The special court sentenced Gurung to a fine of 80 lakh 48 thousand rupees and 2 years of imprisonment and to confiscate the land of Lalita Niwas held in the name of him and his family. The full text of the judgment came only in the second week of October. The authority or convicted persons may appeal against the decision of the Special Court to the Supreme Court. However, neither the process of appeal nor the execution of the judgment has been started so far.
