The government has declared more than three dozen municipalities that were most affected by last week's landslides and inundation as 'disaster-prone areas'. To give priority to relief and reconstruction, the government has declared the municipality as a crisis zone for three months on Friday.

The National Disaster Risk Reduction and Management Authority had recommended to the government on Friday to declare the disaster area after assessing the disaster situation. According to government spokesperson Prithvisubba Gurung, minister of communication and information technology, Fidim Municipality of Panchthar, Phalelung and Falgunand Rural Municipality, Champadevi and Sunkoshi Rural Municipality of Okhaldhunga and Belka Municipality of Udaipur have been declared as crisis areas. 

Dhading's Benighat Rorang, Netravati Dabjong, Gajuri rural municipality and Dhunibesi municipality are in crisis areas. Gaurishankar, Bigu and Shailung Rural Municipality of Dolakha, Bhotekoshi Rural Municipality of Sindhupalchok, Mahankal Rural Municipality of Lalitpur, Wagmati, Konjyosom Rural Municipality and Godavari Municipality have also been declared disaster prone areas. 

Ramechhap's Manthali, Ramechhap, Khandadevi Municipality and Doramba Shailung, Sunapati, Likhu Tamakoshi, Gokulganga and Umakunda Rural Municipality have been declared as crisis by the government. Kavrepalanchok's Roshi, Temal, Bethanchok, Chaunrideurali and Mahabharat Rural Municipality and Panauti, Namobuddha, Mandandeupur Municipalities are also in crisis areas. Similarly, Sindhuli's Golanjor, Sunkoshi and Fikkal Rural Municipality, Makwanpur's Indrasarovar and Bakaiya Rural Municipality and Chitwan's Bharatpur Metropolitan Municipality, Madi Municipality and Ichchakamana Rural Municipality have been declared in crisis. Home Minister Ramesh Akhtar said that by concentrating the necessary resources, relief, rehabilitation and reconstruction work will be done quickly in the affected areas. 

The floods and landslides caused by the incessant rains last Friday and Saturday caused a large amount of loss of life in various parts of the country.

239 people have died in the flood and 19 are still missing. Hundreds of families have been left homeless. Transport services are still blocked on various damaged roads. 

In the Disaster Risk Reduction and Displacement Act, 2074, there is a provision that the government can declare a disaster-prone area by specifying the boundaries and duration of the area in case of a disaster of a serious nature.

The government can order the closure of government, non-government offices, educational institutions or other institutions for a certain period of time in designated disaster areas. The government can take decisions such as prohibiting any operation that may adversely affect the rescue work in such an area, can employ government or non-government sector employees, can use government, non-government or private movable and immovable property in that area as needed for the purpose of disaster rescue work. If necessary, the government can take control of the vehicle of any agency or person in the designated disaster area and use it for relief and rescue work. 

In order to speed up the work of relief, rescue and reconstruction, the government had earlier declared the affected areas of Jajarkot and Rukum as crisis zones when the earthquake occurred.
