Prime Minister Pushpa Kamal Dahal is taking the vote of confidence from Parliament for the fifth time in the 18 months he has led the government on Friday. In the meantime, Prime Minister Dahal, who changed alliances with UML twice and once with Congress three times, is going to take the vote of confidence after reaching a seven-point agreement for power sharing between Congress and UML.

After the seven-point agreement was reached between the two major parties in the parliament on June 17 to take turns leading the government, including amending the constitution, UML and the Ashok Rai-led Janata Samajwadi Party, which participated in the government, withdrew their support. After that, Dahal, who was in the minority, decided to take a vote of confidence in accordance with the constitutional facility without resigning.

Dahal, who succeeded in getting the vote of confidence four times with the support of the Congress and UML, is almost sure to fail this time. According to Article 100 (2) of the Constitution, if the party represented by the Prime Minister splits or if the party participating in the government withdraws its support, the Prime Minister shall submit a proposal to the House of Representatives for a vote of confidence within 30 days.

Congress, UML, RPPA, Jaspa, Jaspa Nepal, Janmaat, Democratic Socialists and Civil Immunity have decided not to give a vote of confidence. If he does not receive a vote of confidence, he will be removed from office according to the constitutional provisions. After that, the way to form a new government will be opened.

Dahal wants the seven-point agreement between the Congress and the UML to be broken and a government formed according to Article 76 (3) of the Constitution. At the meeting of the Maoist Parliamentary Party on Thursday, Dahal also said that whether to go to clause (2) or (3) of Article 76 will depend on the discretion of President Ramchandra Paudel. In clause (3) of Article 76, there is a provision that the largest party can claim to form the government. If the Maoist leaders do not get a vote of confidence, they have been arguing that they will go through the process of clause (3) of Article 76 to form the government. 

Government spokesperson Minister Rekha Sharma also claimed that if the Prime Minister does not receive a vote of confidence, the government will be formed under Article 76 (3). However, the two major parties Congress-UMA are committed to form the government according to Article 76(2) of the Constitution. For that, Congress and UML have already taken an institutional decision to form a government under the leadership of KP Sharma Oli as per Article 76(2) of the Constitution. Congress General Minister Bishwaprakash Sharma said that the signatures of two-thirds of the MPs are also being prepared to be submitted to Sheetal Niwas for the formation of a new government.

Chief Minister Sharma said that if the Prime Minister appointed under Article 76(2) of the Constitution does not receive a vote of confidence as per Article (4), Article (3) will be invoked, so the President will call for government formation under Article 76(2) of the Constitution. Dahal is now going to take a vote of confidence under Article 100(2) of the Constitution, not under Article 76(4). A source in Sheetal Niwas said that President Paudel is in a state of mind not to choose a weak government when the two major parties are trying to give a strong government.

As soon as the way to form a new government opens, KP Sharma Oli is preparing to submit a claim for the Prime Ministership with more than two-thirds of the signatures collected from more than two parties, Sharma said. Even though there is a constitutional provision that Dahal will be automatically removed from office after failing the vote of confidence, he went to the President's office to submit his resignation in order to make a dignified exit. option is also open. If he resigns, the president will start the process of forming a new government based on that. Or after the Speaker sends a letter to the President's Office detailing that the Prime Minister has lost the vote of confidence in the Parliament, the way will be opened for the President to proceed with the process of forming a new government.

Dahal, who was appointed as the Prime Minister on December 10, 2079, took the vote of confidence for the first time on December 26 of the same month. Despite being the Prime Minister with the support of UML, Dahal was also given a vote of confidence by the main opposition Congress. At that time, Dahal got almost unanimous votes, i.e. 268 votes. Dahal, who was the Prime Minister with the support of UML, took the vote of confidence for the second time on Chait 5, 079 after leaving the party and joining the Congress. At that time, Dahal had received 172 votes. Dahal took the vote of confidence for the third time on February 30 because he separated from the Congress government after breaking the alliance with the Congress and rejoining the UML. At that time he got 157 votes. Dahal took the vote of confidence for the fourth time on June 7, 2008, after JSP, which was part of the government, separated from the Nepal government. Even then he got 157 votes.
