Karnali Province Chief Minister Yamalal Kandel has said that the provinces have not been able to work as per their mandate due to a centralized mindset. He said that the work has not been able to get done because the federation has treated the provinces as its own unit.

 

Speaking at the Kantipur Conclave held in the capital on Tuesday, he said that the provinces can work effectively only if they abandon the centralized mentality. 'There is a mentality to run the provincial government as a unit,' he said, 'If structural and policy reforms can be made, if the centralized mentality can be changed, reform is possible.' It is difficult to address the questions raised by the people because the mentality of the federal government is not in accordance with the constitution. Questions have been raised about the provinces, and it is necessary to hold a debate to address them.'

He said that the provinces can do better if they amend old laws. 'Laws are from ancient times. No matter who comes, they cannot do the work they say in this situation,' he added, 'If they change, the provinces can do the work they want.' Eight years have passed since we have been operating a three-tier government. There is a need for structural and policy reforms.'

He said that the party that led the federal government before the 23rd and the party he was the Chief Minister of were the same, and that he raised these issues during internal discussions. Even after eight years, questions have been raised about the province because some work has not been done according to the constitution.'

Chief Minister Kandel said that due to the physical infrastructure work in Karnali province, it has become possible to reach all districts in a day, arguing that the results of the Genji movement were different from the objectives.

'We have done a good job. If good work had been done in Karnali, the incident should not have happened,' he said, 'There have been improvements in areas such as good governance. Budget spending and structural reforms are in place. No matter how good the objectives were in the incidents of Bhadra 23 and 24, the results turned out to be different. The demands raised are not being addressed because everyone's mindset is centralized.'

He claimed that the elected government has interfered with the powers of the provincial legislature.
