The Department of Transport Management has decided to open the registration of new public vehicles imported into Nepal before issuing the circular. For this, the department sent a letter to the ministries and local levels under all seven provinces on Monday.

In the letter issued by the director of the department, Maniram Bhusal, the vehicle importing companies that have opened a letter of credit (LC) by 8th Jestha and have started the process to import public vehicles have been asked to submit the relevant documents and proceed with the registration.

The letter was sent about a month after the department issued the circular stating that there will be no obstacle in registering the public vehicles that have opened a LC within that time and have entered Nepal if the documents are found to be in accordance with the same.

Earlier, the department had issued a circular on 7th Jestha to the provincial transport ministries and local levels not to register new public vehicles, and the registration was stopped. Currently, the Transport Management Office under the Ministry of Labor, Employment and Transport of Bagmati is regularly registering new public vehicles. However, other provincial ministries have stopped the registration as per the circular of the federal government.

Department Director Bhusal said that there has been no decision to open all new public vehicles for registration. ‘Registration has not been opened for everyone, it has been opened only for vehicles that entered Nepal before the decision to suspend,’ he said, ‘No decision has been made in the case of vehicles that entered after 8 Jestha, this decision will apply only to those that arrived earlier and are in the process.’

The circular issued by the department stated that the registration of new public vehicles had to be suspended for the time being to control air pollution, fuel price hike and traffic jams. The department has stated that it is still in effect. ‘Due to the failure to scientifically manage public transport, excessive air pollution, vehicle congestion and traffic jams have resulted in difficulties in movement,’ the department has said in a circular to the relevant provincial ministries. ‘It seems that public vehicles need to be properly managed to address the inconvenience and difficulties faced by public vehicles and transportation due to the rising price of fuel.’

The department has stated that it is necessary to immediately suspend registration under Section 14 of the Transport Management Act 2049 until further notice in order to scientifically manage public vehicles. The department has issued a circular to suspend registration of public vehicles from offices/municipalities under the ministry as per the act. The circular issued by the department has also asked to suspend registration of electric public vehicles. Department sources say that preparations are underway to open registration only after setting standards for public vehicles.
