The booklet shows that work has not started on Gandaki Economic Triangle, formation of startup board, provincial economic hub etc. In the budget, the plan to make Koshi an industry, Madhesh for agriculture, Bagmati for information technology, Gandaki for tourism, Lumbini for small and medium enterprises, Karnali for herbs and Far Paschim for religious tourism.
Out of the capital budget of 3 trillion 52 billion rupees for the current fiscal year, only 63 percent has been spent so far. Stakeholders say that the important program has not yet started. Government Chief Secretary Ek Narayan Aryal says that the implementation of the last financial year's budget has increased compared to the previous financial year. He said that the government has also looked for reasons for the lack of capital expenditure. "On the suggestion of the Confederation, the government has already amended some laws," he said. He also said that some laws should be suspended for
development. "There are laws before we were born, there are laws of 2014, 2017, 2021," he said, "those laws do not recognize federalism, artificial intelligence, etc."
Tourism Board Chief Executive Officer (CEO) Deepakraj Joshi emphasized that e-visa should be made easier for tourism. There are 74 items related to the private sector in the current financial year. There are 2 points for industry, 14 points for energy, infrastructure and urban development, 9 points for tourism, 6 points for information technology and innovation, 7 points for agriculture and herbs, 8 points for investment and financial sector and 3 points for education and employment.
"According to the budget watch for the financial year 2080/81, out of 73 points, 24.65 percent (18 points) are fully implemented, 69.86 (51 points) are partially implemented and 5.47 percent (4 points) have zero progress," the report states.
Confederation started the 'Budget Watch' program as a public-private sector dialogue from the financial year 2079/80. According to the budget watch for the financial year 2079/80, out of 62 points in the economic sector mentioned in the budget, only 18 percent i.e. 11 points were fully implemented. In the budget watch report of the Confederation, 29 points i.e. 47 percent were partially implemented and 22 points i.e. 35 percent were zero implemented.
