Nepal-China Friendly Industrial Park (Damak Clean Industrial Park) has not been finalized even after 4 years have passed. KP Sharma Oli, who was the Prime Minister at that time, laid the foundation stone of the industrial park on February 16, 2077.

The 39th meeting of the Board of Investment held on July 17, 2076 approved an investment of 64 billion 90 million rupees for the construction of the industrial park.

The Investment Board entered into a memorandum of understanding (MOU) with the developer, the Chinese Lhasa Economic and Technology Development Zone Jingping Joint Construction Company on October 16, 2076. 

On November 29, 2077, the company's detailed project report (DPR) was submitted to the board. Prime Minister Oli laid the foundation stone of the industrial park on February 16, 2077 without the board approving the DPR. 8 months after submitting the DPR, it was approved by the 47th meeting of the board held on June 8, 2078. 

With the approval of the DPR, the board meeting directed the board office to make necessary preparations for the PDA with the developer. In order to negotiate with the developer regarding the industrial park and prepare the final draft of the PDA, the board meeting held on August 8, 2080 formed a negotiation committee under the coordination of the Chief Executive Officer of the Investment Board. At that time the chief executive officer was Sushil Bhatt. 

2081 The 60th meeting of the board held on November 13 decided to instruct the office of the board to submit the final draft of the PDA to the board within the next two months. It was said that the meeting will prepare the final draft of the PDA after studying the policy, legal, and structural arrangements related to Damak Industrial Park. 

Pradyumna Upadhyay, the spokesperson of the board, said that the PDA is being 'negotiated' with the Chinese company. "There are many issues such as the establishment of industry, the benefits to be given to the industry, and negotiations are going on," he said. According to Upadhyay, according to the laws of Nepal, the land can be leased for 40 years to the industries established in Damak Industrial Park, but the Chinese company is asking for 50 years. Even after 40 years, the lease time can be extended to the industry. But the developer company is asking for 50 to 80 years now,' he said, 'They disagree on that.' But when the industrial park will be built, since the PDA of the park cannot be done, it is not decided. 

Prime Minister Oli's foundation stone is now covered with bushes and has become a place for grazing cattle. On the other hand, India has planted corn in the place of the industrial park that was supposed to be built by the Chinese company. 741 bigha of land has been acquired for the industrial park. 

Indians have been cultivating corn illegally in the 300 bigha land of Gauradah and Kamal areas, which have been abandoned after the foundation stone was laid. The park area around Ratuwa River in Damak Municipality-10, Gauradah Municipality-5 and Kamal Rural Municipality-7 is now green with corn. The local government is unaware of how the Indians cultivated corn on the land acquired by the government. The government has already acquired the land by spending 1 billion 22 million rupees. 

"It was recently found out that foreign nationals have come and cultivated corn on the land that has come under the government's name," says Chhatrapati Subedi, Mayor of Gauradah Municipality, "This is a serious matter." With the involvement of Indian citizen Feroze Khan, corn cultivation was done by inviting people from India. Krishna Bahadur Pun, Information Officer of Industrial Area Management Limited, says that preparations are being made to send a technical team to understand that matter.

The police team led by Shivprasad Subedi, head of local administration office Gaurigunj, has confirmed the illegal cultivation. The local government and administration have not been able to take concrete decisions about illegal corn cultivation. Planting corn by Indian citizens in an industrial park that is said to be a symbol of Nepal-China friendship is not just a matter of land encroachment. 

This is also a serious matter from a geo-political point of view. Located within 20 km of the Nepal-India border, this land is a strategic area of ​​India. Experts say that this incident indicates that India's economic and social influence is expanding.

Locals said that the amount of compensation for the land already acquired by the government is different. Even though the issue of compensation reached the Supreme Court in 2075, the necessary decision has not yet been made. Only in the Parijat and Sagarmatha toll areas of Setumari, more than a hundred families have built houses on Ailani land, which is owned by the government.  When did the
