The High Level Economic Advisory Commission has recommended the merger of two government cement industries, Hetaunda and Udaipur Cement, which are in ailing condition.

The commission formed under the coordination of former Finance Secretary Rameshwar Khanal will merge the cement industry with the DDA and  It is suggested to sell shares to the private sector. "For improvement, Hetaunda Cement Industry and Udaipur Cement Industry can be merged as DD. After that, the government should keep some of the shares and sell them to the private sector," the Commission's recommendation report states.

It is mentioned that the immovable property of 5 public institutions which cannot operate business can be brought under the name of the government and managed. Currently, Janakpur Cigarette Factory, Butwal Yarn Factory, Nepal Engineering Consultancy Service Center, National Construction Company Nepal, and Nepal Orient Magnesite Pvt Ltd are closed. It is suggested to the government that the assets of these institutes should be brought under the name of the government and the immovable property should be put to other productive uses.

Similarly, it has been suggested to turn the Dairy Development Institute into a public institute of the provincial government to be in seven provinces. It is mentioned that the public institutions which are running at a loss should be abolished if it is not necessary at the present time. It also said that loans should be stopped to pay salaries or other expenses of employees in public institutions.
