The 5th National Labor and Employment Conference has issued a 16-point Kathmandu Manifesto to implement the strategies, tactics and programs required to successfully implement the internal employment promotion decade declared to accelerate internal job creation.
The Kathmandu Manifesto was released by the government, employers, trade unions and international organizations participating in the National Labor and Employment Conference organized by the Ministry of Labour, Employment and Social Security. Labor Secretary Krishnahari Pushkar Karna said that necessary policy and technical modifications will be made for the implementation of the employment promotion decade. In the
manifesto, it has been stated that the activities of the internal employment promotion decade will be included in the next periodical plan, annual policy program and budget and implemented. In the manifesto, internal employment will be promoted by facilitating the government sector and increasing investment in the latest and emerging sectors of comparative advantage under the leadership of the private sector, coordinating and collaborating with the national vocational training institutes and private sector employers to prepare skilled manpower based on the demand of the labor market, creating a pension society with social security assurance by joining the workers in the formal and informal sectors to the social security fund, building, developing and mobilizing the national capital through high return investment of the social security fund. It is mentioned that the welfare of the workers will be enhanced. The
conference stated that employment service centers at the local level will be strengthened and developed as a common information center for employers and workers by making maximum use of technology. In the
manifesto, it is mentioned that a national program will be conducted for the management and reintegration of labor migration, including the mobilization of special financial management to turn 'workers into entrepreneurs'. After verifying the skills of workers who have returned from foreign employment, entrepreneurship will be further expanded by using the skills, capital and experience they have acquired in productive work.''
