He had previously complained to the district administration office to collect the cheated money and he was forced to go to Kathmandu after Ajay agreed to pay the money and did not give the money.

These two representative examples not only show how widespread the fraud in the name of foreign employment is, the victims of fraud are forced to run to the federal capital Kathmandu to get justice. Suryadev Yadav, 58 years old from Dhanusha, was another one of those who came to Kathmandu seeking justice. After his son Awadhesh, who had gone to Dubai for foreign employment, got stranded there, he arrived in Kathmandu on Tuesday to take action against the mainpower company that sent his son and to seek a loan while he was there to collect the 1.5 lakh rupees.
'My son is in trouble because he can't eat and sleep,' he said, 'I came to see if my son, who was sent on loan, can be brought back through diplomatic initiatives.' He came to Kathmandu for his son's rescue and justice, and he is staying at Pashupati's Dharamshala and is running the department every day.
Foreign employment department is the only government body that hears frauds in foreign employment, so the victims are forced to run to Kathmandu from every corner of the country . This department, which was established on December 16, 2065, as a separate department to deal with cases related to foreign employment, is still centralized even though the country has gone to a federal structure.
35,000 more complaints, fraud is slow
Foreign employment department registers an average of 15 new cases of foreign employment fraud every day. Due to the accumulation of cases that have not been pending for years, the department has become full of cases. According to Bhimsen Kafle, director of investigation and case branch of the
department, in the financial year 2080/81, the department 2 thousand 995 complaints were registered. Of which a total of 267 The case was just settled. In other words, only 8.91 percent of cases were resolved. In the financial year 2081/82, the number of cases registered increased to 5,632. But only 672 cases were resolved. Why is the attrition rate so low? Kafle, Director of Investigation and Case Division, has a clear answer, 'How much work can be done with one director and five investigation officers?' Legal suggestion for investigation by local police
In order to end the increasing number of complaints in the department and to end the compulsion of citizens from all over the country to come to Kathmandu, a proposal has also been submitted to improve the policy of investigating fraud related to foreign employment by the local police. This proposal was made by a 5-member working group headed by Deputy Director General of the Foreign Employment Department Chandra Bahadur Sivakoti, who was formed to identify the problems in the service delivery of the case and investigation branch under the Department of Foreign Employment and submit opinions/suggestions with current and short-term solutions.
The case related to personal fraud being investigated by the Department of Foreign Employment is similar in nature to the offense of Section 249 of the Civil Crimes Code, 2074, so the committee suggests that a proposal should be submitted for amendment to Section 63 of the Foreign Employment Act, 2064 to be investigated and prosecuted under Schedule 1 of the Civil Criminal Procedure Code 2074 .

'The first thing is not with the manpower department like with the police . That's why it looks more effective when the police investigate it," Director General Bhattarai said, "Coming to Kathmandu for justice from different parts of the country is also expensive and uncomfortable.
