Despite favorable macroeconomic indicators, public finance management is in a complicated situation as the expected growth rate of revenue has not been achieved.

Revenue collection and capital expenditure are low, the effectiveness of capital expenditure is not expected, the tendency to propose budgets without sufficient preparation, the amount of debt is increasing and the payment obligation is high, the amount of mandatory obligations is high and the financial scope for investment in development infrastructure is low.&nbsp ;

In this situation, Varshman Pun, the deputy general secretary of the Maoist center, has taken over the reins of the economy. What are the economic reform plans? Yagya Banjade of Kantipur had a conversation with the newly appointed Finance Minister Pun :  Even though external indicators are strong, money is piling up in banks due to the inability to manage liquidity. Due to low revenue, low capital expenditure etc., the state of government finances is critical . Private sector morale is weak . In this situation, you are taking over the reins of the economy, what are the plans to improve the economy? I have a solution to the current problems of the economy . I will proceed by making a plan based on my past experience to reduce the pressure on the economy. There is no problem in all sectors of the economy . I know the problem area very well . If only those areas can be improved, the economy can be made operational soon. Now there is a problem of liquidity management . Capital Expenditure  should be increased, the stock market should be organized and stability should be given,  There are many challenges including the need to make the real estate sector sustainable. To solve the problems in these areas, I will work effectively with the help of the experts in the related fields and the private sector as well. 

 Then how long will it take to make the slack economy work ?  A

economy can be made sustainable. Now the revenue collection is weak and it can be improved immediately. I am hopeful that from next month there will be more revenue than now. Because I know in which area of ​​revenue there is leakage and weakness, I will start improving it from tomorrow . Therefore, revenue can be improved to be experienced from next month. 

There is a growing trend of making budgets based on guesswork and making heavy cuts through half-yearly reviews due to the inability to raise and spend resources . You have become the Minister of Finance in the face of budget preparation for the new financial year . How are you organizing the budgeting process so that you don't have to make heavy cuts within 6 months?

Our budget system needs a lot of improvement . We also have a project bank concept. But it has not been implemented . Now, by implementing it, the trend of arbitrary budget allocation will be stopped. Projects will be selected based on need and importance. So that there is no shortage of resources in important projects and resources do not go to unnecessary projects. The trend of choosing projects based on whims but not spending the budget will be discouraged. The spending capacity of the Union will be enhanced . Provincial and local levels will also be encouraged to spend the budget. For this, we will have to make them start the work of urbanization and development, increase their capacity as well as make them resourceful. 

Similarly, we work by inter-ministerial coordination to increase capital expenditure in the Union. Doing so will increase capital expenditure and solve the problem of the economy . This work can be done easily .   By revising the policy through the

ordinance, the government has submitted the principles and priorities of the upcoming budget to the House of Representatives on February 14. The discussion schedule has also been specified. Can you give a commitment to include the reasonable suggestions of the parliamentarians in the upcoming budget?

New friends have also come to the government. This government has not changed . Because the Prime Minister has not changed. Therefore, there will not be much problem in continuing the old policies and programs. However, we will discuss with all parties and proceed. 

If the problem of cooperatives and microfinance is not solved, the economy is not running. How do you solve the problem in this area ?  Initiatives will be taken to immediately solve the problems in the financial sector along with

cooperatives and microfinance. For this, adequate facilitation will be done with relevant ministries and subordinate agencies.

The private sector has been saying that there is no environment to trust the government. How do you reassure them? 

Even though I am not a minister, I have closely observed the problems of the private sector. I have a past experience of working well with the private sector in the past. Therefore, I will take the parliament into confidence and cooperate with the private sector to make the economy sustainable.
