The Nepal Teachers' Federation has expressed its displeasure with the provisions of the Education Bill, which transfer teacher vacancies to the local level. In the bill submitted to the House of Representatives after several discussions by the Education, Health and Information Technology Committee, it is mentioned that teacher posts will be matched and transferred to the local level.

In Schedule-8 of the Constitution, there is a single right up to secondary education at the local level. According to the same provision, it is said that the Ministry of Education will transfer the posts to the local level after analyzing the number of students, teacher-student ratio, geographical conditions, thematic and classroom needs. The federation has announced a protest, disagreeing on a dozen points including these. 

Federation president Laxmikishore Subedi alleged that teacher posts are being forcibly transferred to the local level. "Teachers are national cadets (activists), they don't go to local schools. It was given to choose when to adjust the civil servants at the local level. Those going to the local level were promoted one level. Can such an arrangement not be made for the teachers?', he said, 'Teachers choose such an offer. Professionals of the same country cannot have different/different arrangements. Should be in union. We are appointed by the national structure. It cannot be forced into another structure without his consent.

He claimed that even though the constitution states the right to secondary education at the local level, it is not implemented as a single right. The examination of class 10 and 12 is conducted by the National Examination Board from the state and union. Provision has been made for promotion of teachers through internal competition, seniority performance evaluation and efficiency evaluation. There is a demand that the posts of school staff and child development center (ECD) facilitators, service facilities should be ensured. The bill stipulates that the remuneration of employees and ECD teachers shall be as prescribed by the local level but shall not be less than that prescribed by the Labor Act.

Ensuring service facilities for private school teachers is another condition of the teachers' federation. In the bill, there is a provision for the government to regulate the service facilities of private school teachers. The bill has made a special arrangement for the headmaster and has also provided that he cannot be a member of the teachers' federation. The federation demands that the trade union rights of the PRA should be ensured.

Private school owners have also started road demonstrations since Thursday, protesting against the provision that private schools will gradually become non-profit and provide full scholarships to 10 to 15 percent of students. On Friday, private school vehicles were protested by demonstrating on Kathmandu's ring road. Pabson, National Pabson, Hisan and Appen have scheduled a protest program till August 12. It has been warned that if the demand is not met by then, the protest program will be held until the school is closed.
