Both of them were previously members of the central secretariat. Shah is also the political advisor to Prime Minister Balendra Shah and the coordinator of the task force on constitutional amendment.

Vijay Shah got 471 votes and Dhakal got 410 votes for the post of Joint General Secretary. Similarly, Bam got 334 votes, Neupan got 300 votes, Kharel got 391 votes, Prasai got 301 votes, Chaudhary got 179 votes, Limbu got 151 votes, Khatri got 148 votes, Jairu got 114 votes and Pant got 53 votes.
