Lamichhane elected unopposed as president, election of 99 central members today

The first general convention of the National Independent Party has elected Rabi Lamichhane as the president unopposed. Lamichhane, the founding president of the Rashtriya Swatantra Party, announced on 20 July 2079, was elected unopposed from the first general convention held in Chitwan. 

Bhuwan KC, the head of the Rashtriya Swatantra Party Central Election Commission, announced that Lamichhane was elected unopposed as only Lamichhane was nominated for the post of party president during the nomination registration period. The proposal to elect Lamichhane as the president was made by Prime Minister Balendra Shah, who is also the party leader. The proposal was supported by the party's founding members and provincial presidents as well as leaders in the previous central secretariat. The Election Commission had prescribed the procedure requiring 1 proposer and 51 supporters for the post of president of the Rashtriya Swatantra Party. 

Leader Shishir Khanal said that the process of integration in the party was meaningful with Shah becoming Lamichhane's proposer as the president. 'We brought various political groups into the Rashtriya Swatantra Party through the pre-election integration process. This historic general convention has created an environment to integrate everyone into one party,' he said, 'Ravi Lamichhane has become the party president unopposed. It is clear to everyone that we are all included in the journey he has started.' After Shah proposed Lamichhane for the presidency, both of them came to Bardali outside the closed session venue of the general convention and shook hands.

The closed session scheduled for Monday began only on Tuesday due to the controversy over the selection of delegates. The closed session began only at 3:15 pm on Tuesday. In the closed session, President Lamichhane presented a political report, Vice President Swarnim Wagle presented a financial and political proposal, and General Secretary Kabindra Burlakoti presented an organizational report. Similarly, Joint General Secretary Bipin Acharya presented a statute amendment report, Treasurer Lima Adhikari presented an accounting report. Ramakant Rimal presented the report of the Disciplinary Commission. 

After the closed session was concluded, the Election Commission made the election schedule public. The time for distribution and registration of nomination forms for the post of party president was fixed from 7 to 7:30 pm. The election process for 99 central members who will come from the election has also begun. The distribution and registration of forms for the post of central member was fixed from 7:30 to 9:30 pm on Tuesday. 

The schedule is to publish the list at 11:45 pm after examining the claims and objections against the candidates. A fee of 21 thousand has been fixed for the registration of the candidacy of the central member. The procedure is that the candidate for the central member must also submit the details of 1 proposer and 21 supporters to the party's Election Commission.

The Election Commission has stated that the voting will begin on Wednesday morning. Central Election Commission Chief Bhuwan KC said, "We are preparing to vote for the central member from 8 am on Wednesday. The voting will take 8 hours." 

The party is preparing to use a mobile app along with an electronic voting machine (EVM) for the voting of central members and office bearers. "Representatives at the polling station will vote using EVMs and representatives abroad will vote using the RSP mobile app. The results will be announced within two hours of the end of voting," said Election Commission Chief KC.

The party statute provides for elections to be held in two phases in the RSP general convention. In the first phase, the president and 99 central members will be elected, while in the second phase, the statute provides for the election of office bearers. Only those elected as central members will be eligible to become candidates for office bearers. 

This time, the statute has been amended to increase the number of office bearers to 19. Earlier, the number of office bearers was 12. This time, the RSP has a president, a senior leader, 1 vice president, 3 (1 woman and 1 nominated), general secretary 2 (1 nominated), joint general secretaries 5 (1 woman, 2 nominated), spokesperson 1, joint spokesperson 3 (1 woman), treasurer 1 and joint treasurer 2 (1 woman). 

It is certain that Balendra Shah will become the senior leader. Leaders have been saying that only Swarnim Wagle will be the candidate for the open vice-president. Leaders say that Sobita Gautam, Lima Adhikari, Pratibha Rawal and others may be candidates for the women's vice-president. Similarly, leaders like Manish Jha, Bipin Acharya, Kavindra Burlakoti, Ganesh Parajuli, Shishir Khanal and others are claiming the open general secretary position. Dr. Toshima Karki is reportedly preparing to file her candidacy for the women's vice-president or general secretary position. Deepak Bohara, Ashok Chaudhary, Krantishikha Dhital, Nisha Dangi, Nisha Mehta and others are being considered as candidates for the joint general secretary position. These leaders will be able to file their candidacy for the office only if they are elected as central members.
