The police had taken Secretary Pushkar under control on the orders of the Office of the Prime Minister and Council of Ministers. The Valley Crime Investigation Office, Teku, had taken Pushkar under control and interrogated him and released him only at night. The reason for the release of Secretary Pushkar is a message he wrote to Prime Minister Shah regarding the ambassadorial post. According to police sources, Secretary Pushkar had sent a message on his mobile asking for his candidacy as he was not in the Chief Secretary's post. The message written by Secretary Pushkar to the Prime Minister states that he expects the necessary help. 'Honorable Prime Minister, Greetings. The tenure of the Secretary to the Government of Nepal is five years. Respected Sir, if you pay special attention to the post of Chief Secretary, otherwise there is no possibility, sir. That is why my retirement is certain on Asad 24,' Pushkar had written to the Prime Minister, 'Meanwhile, I saw the advertisement for the post of Ambassador, sir. I humbly request your information, guidance and necessary assistance in this regard.'
Secretary Pushkar also wrote that he was 'obedient' to the Prime Minister. He also wrote in the message that his permanent address is Jaleshwor 4 Suga, Mahottari. The message was sent to the police by the Prime Minister's Office and asked for questioning.
According to the Prime Minister's Office, Secretary Pushkar was taken into custody from his house in Kapan on Thursday. He was accused of breaking the 'chain of command' and sending a message directly to Prime Minister Shah for personal gain.
