The government is set to present the policy and program for the upcoming fiscal year on Monday, the first day of the budget session. President Ram Chandra Poudel is scheduled to present the policy and program in a joint meeting of the federal parliament at 4 pm on Monday.

The government had brought the Constitutional Council (Works, Duties, Powers and Procedures) (First Amendment) Ordinance-2083≤ Ordinance to amend certain Nepal Acts-2083≤ Ordinance to amend certain Nepal Acts relating to the Institute of Health Sciences-2083≤ Special Provisions on the Removal of Public Officials Ordinance-2083≤ Ordinance to amend certain Nepal Acts relating to Universities-2083≤ Prevention of Money Laundering (Third Amendment) Ordinance-2083≤ Public Procurement (Second Amendment) Ordinance-2083 and Cooperatives (First Amendment) Ordinance-2083.
The agenda for discussing the government's policies and programs for one day only, i.e. on 30th Baisakh, has been made public. The program for discussing it in Parliament and for the Prime Minister to answer the questions raised there and pass it on the same day has been scheduled. On 31st Baisakh, Finance Minister Swarnim Wagle will present the principles and priorities of the budget for the upcoming fiscal year. After that, the pre-budget discussion will begin. Three days (4, 5 and 6 Jestha) have been set aside for the pre-budget discussion and answers to the questions raised in it. The budget for the coming fiscal year will be presented on 15 Jestha as per the provisions of the constitution and passed on 2 Ashar.
Minister for Law, Justice and Parliamentary Affairs Sobita Gautam said that preparations are underway to submit all eight ordinances issued in the meantime to the parliament and pass them within the constitutional deadline. “This government will not bring ordinances and later invalidate them like in the past. We will complete the law-making process within the constitutional deadline related to ordinances,” Minister Gautam said. There is a constitutional provision that the bill to replace the ordinances should be passed by the federal parliament within 60 days of the start of the session of the federal parliament, certified by the president and implemented.
The government is preparing to introduce 45 bills in this session in addition to the budget-related and ordinance replacement bills. The Ministry of Law had asked other ministries to provide a list of laws to be made in the coming fiscal year. Accordingly, the government is preparing to submit a list of bills to be presented in the upcoming session to the Parliament Secretariat.
According to the Ministry of Law, the bills related to the Constitutional Council and public procurement have come in the form of ordinances, while the rest are presented in Parliament as bills. The Prime Minister's Office, the Ministry of Energy, Water Resources and Irrigation, Defense, Forest and Environment, Labor, Employment and Social Security, Federal Affairs and General Administration, Communication and Information Technology and Urban Development have prepared two bills each. The Ministry of Finance, Agriculture and Livestock Development, Physical Infrastructure and Transport and Culture, Tourism and Civil Aviation have prepared three bills each. The Ministry of Law is preparing to present 10 bills.
'Since the first priority is the ordinance, we prepared it. "Now we will send more bills to the Council of Ministers," said Law Secretary Parashwar Dhungana. "Five bills have reached the Bills Committee of the Council of Ministers and since the others are in the final draft in the ministries, we are preparing to send them to the Council of Ministers one by one." After being approved by the Council of Ministers and registered by the Parliament Secretariat, the bills will be presented to the House of Representatives and the National Assembly one by one.
