Congress President Gagan Thapa has criticized the strict rule of paying customs duty on goods worth more than Rs 100 in the border area as a 'hepaha policy'. After returning from the border area of Sarlahi in India's Madhubani district, Thapa wrote on social media Facebook that the daily life of border residents has become difficult.
Citing an incident where a wage laborer crossing the border for work in the morning had to wait for two hours because of a packet of biscuits, Thapa said that such a rule is impractical and that women, students, farmers and the working class in the border area have been hit the hardest. 'This is not a citizen-friendly policy, it is a kind of hepaha policy. This is a wound in the daily life of Madhesh,' he said.
He said that such a system was in the law during the previous governments, even when the government was led by his own party, but it was not implemented practically. 'It was our weakness not to be able to correct it in time. It is now our responsibility to accept and correct that weakness,' he said, 'Why is this suffering and for whom?'
Thapa has demanded that the government immediately withdraw this impractical decision and ensure smooth movement at the border as before. He said that border areas should be seen not only as the borders of the nation but also as a living confluence of economy, culture and faith.
