Dol Prasad (DP) Aryal has reached the responsible position of Speaker of the House of Representatives in a short time after entering politics. Aryal, who was nominated by the National Independent Party, was elected unopposed as Speaker, but a formal announcement is yet to be made.

The formal announcement that 51-year-old Aryal has been elected as Speaker will be made by the House of Representatives meeting to be held at 11 am on Sunday. He will then take the oath of office and secrecy before President Ram Chandra Poudel. The Speaker is the fifth highest office in the country. The first, second, third and fourth ranks are the President, Vice President, Prime Minister and Chief Justice respectively.

Nomination registration for the post of Speaker was scheduled for Friday. The proposal to make Aryal the Speaker was made by RSP President Ravi Lamichhane, and the support was signed by RSP MP and Finance Minister Swarnim Wagle, Minister for Law, Justice and Parliamentary Affairs Sobita Gautam, and MP and Minister for Physical Infrastructure and Transport Sunil Lamsal. Since the RSP has almost a two-thirds majority in the House of Representatives, other parties did not field candidates.

Aryal entered parliamentary politics by being elected as a member of the House of Representatives from the RSP through the proportional election system in 2079 BS. He won from Kathmandu-9 in this election. It has not been long since he was involved in politics. In the introductory booklet of MPs published by the Parliament Secretariat, ‘Brief Political Biography’, he has written, ‘I was born in Maidi-4 of Dhading district and have been involved in various professions, but I entered politics to see if I could do something important for the country and the people for the rest of my life.’

I will work in the interest of the Nepali people, nation and nationality in accordance with the constitution, law and parliamentary practice: DP Aryal. Aryal has said that after assuming the responsibility of the Speaker’s post, he will work in accordance with the constitution, law and parliamentary practice. ‘I will work in the interest of the Nepali constitution, law, Nepali people, nation and nationality,’ he said. It is a parliamentary practice for a person elected to the post of Speaker to renounce party affiliation.

RSP President Lamichhane said that he expects Aryal to work conscientiously as Speaker. He also said that he hopes that Aryal will use the experience he has gained in the party to work as Speaker. ‘The practice, experience, pain, and discomfort that he went through while in the party will make a difference when he puts it into practice,’ Lamichhane said. ‘Except in the process of following the standards of parliamentary dignity, regulations, and discipline, there should be no behavior that tries to restrict citizens’ issues, attacks the democratic system, or suppresses the opposition. We believe that after becoming the Speaker, he will exercise the discretion to be accountable to the entire House rather than the party.’

Minister for Parliamentary Affairs Sobita Gautam responded that she believes that the role of Parliament will be more effective under Aryal’s leadership. ‘I believe that the House of Representatives will become more effective, dignified, and accountable to the people under his leadership. As the Minister of Law, Justice, and Parliamentary Affairs, I will also move forward with full commitment to make Parliament competent and the government successful by effectively coordinating between Parliament and the government,’ she said.

Aryal, who was the acting president when the cases of cooperative fraud and other cases against President Lamichhane were going on, had united the party and taken it forward. In Lamichhane's absence, he had led the Rashtriya Swayamsevak Sangh (RSS) in Parliament and on the streets. The Rashtriya Swayamsevak Sangh (RSS) has 182 seats in the 275-member House of Representatives. The UML, which is in third place in the House of Representatives with 25 members, had tried to register its candidacy. UML MPs had discussed the process of registering candidacies with officials of the Parliament Secretariat. The party vice-chairman and MP Guru Baral was tried to be put forward as the candidate. Baral had said in the party secretariat meeting that discussions were underway to register a nomination for the Speaker post, when only 20 minutes were left for the nomination registration. Parties including the Congress and the NCP had already announced that they would not register their candidacies for the Speaker post. In the end, the UML also did not register its nomination.

Aryal had been active in party politics since the establishment of the Rashtriya Swayamsevak Sangh (RSS) as an alternative political party in Asad 2079. He became the founding vice-president of the RSS. Before that, he was active in professional life in the country and abroad for about 20 years. Aryal has experience in studying, researching, employment and running businesses in various countries including Nepal and Japan. He has also worked in the fields of tourism, education and remittance.

Aryal had united the party as the acting president when cases including cooperative fraud were pending against President Lamichhane. In Lamichhane's absence, he also led the RSS in parliament and on the streets.

Aryal became the Minister of Labor, Employment and Social Security on 19 Magh 2079. He held that position for only 13 days at that time. He became the Minister of Labor for about four months for the second time from Falgun 2080 to Asad 2081. Some leaders of the Rashtriya Swayamsevak Sangh (RSS) used to complain that Aryal was given the opportunity to become a proportional MP, deputy chairman and minister in the party. This time, when Aryal was being put forward as the Speaker, no complaints were heard.

In the first meeting held with the then mayor of Kathmandu Metropolitan City, Balendra Shah, for unity, Chairman Lamichhane also invited Deputy Chairman Aryal from the party. The first political talks between Lamichhane and Shah took place on the evening of 7th Poush. The discussions lasted for about 6 hours at the house of former RSSSP MP (currently the Prime Minister's political advisor) Asim Shah in Kamalpokhari. After the meeting, Lamichhane and Shah left in the same car, with Aryal in the driving seat.

There was talk that Aryal would be given the responsibility of the Home Ministry after the RSSSP won the popular vote to form a single government. However, Prime Minister Shah gave that responsibility to leader Sudhan Gurung, who emerged from the Gen-G movement. Leaders including Gautam and Indira Rana were expected to be the Speaker. But Speaker Lamichhane has entrusted the responsibility of 'driving' the Parliament to Aryal. The role Aryal will play as Speaker when the government has a two-thirds majority will not only affect his own image but also the image of the entire Parliament.
