Former Mayor of Kathmandu Metropolitan City Balendra Shah has said that he was not involved in the movement despite his support for the peaceful rally on Bhadra 23.

Similarly, he had given a statement to the Commission of Inquiry that he played a role in pacifying the movement at the request of President Ram Chandra Poudel and Army Chief Ashok Raj Sigdel.

Kantipur has obtained the details of the commission's report. In the statement included in it, he also claimed that the metropolis sent fire engines on time to control the arson on Bhadra 24 and that the structures inside the metropolis were taken under control by the metropolis' own fire engines.

In the statement, he also accused the then government of committing crimes and terrorist activities. He said, 'The then government and the participating parties should take responsibility for all the damage.' The commission had also questioned him about the details he had written on social media in the past. In the process, he said, ‘The word ‘I will burn’ was not used in the expression on Facebook as a metaphor for protesting after a garbage truck carrying Kathmandu Metropolitan City was stopped unnecessarily while it was going to Bancharedanda.’

He said that his social media expression helped calm the movement and mentioned that he coordinated with the Metropolitan Police and other departments to provide immediate necessary assistance to the families of the injured and deceased.
