The Election Commission has once again instructed political parties and candidates not to use any means other than banks or financial institutions when making election-related expenses.
The Commission's spokesperson, Narayan Prasad Bhattarai, has issued a statement instructing that when receiving financial assistance of more than Rs 25,000, a separate account should be opened in a bank or financial institution and the assistance should be received and spent from that account. The Commission has previously issued instructions that election-related expenses should not be spent through any means other than banks or financial institutions.
If the Commission orders the submission of the bill of expenses and the details of the account held in a bank or financial institution, the original bill should be submitted and the details of the bank or financial institution's account should be submitted, the statement states. 'When spending on election campaigning, the expenditure should be spent only through oneself or one's election representative and should not be spent or caused to be spent more than the election expenditure limit set by the Commission. When campaigning for elections, political parties or candidates should prepare an election manifesto and campaign on the basis of it, make it public for the information of voters. The political party should submit the manifesto to the Commission and the candidate to the concerned election office,' Spokesperson Bhattarai said.
No financial support shall be received or spent for any activity or activity prohibited by the prevailing federal law or the election code of conduct during the election campaign, and the details of income and expenses incurred in the election campaign shall be submitted to the Commission by the concerned party and to the candidate by the district or provincial election office within 35 days of the date of the declaration of the election results.
No party or person participating in a rally or public meeting or campaigning shall wear a logo or sticker or clothing, hat or cap, vest, T-shirt, jacket, shirt, gamchha, bag, mask or locket with the election symbol or flag of the party or candidate, or carry a bag, and no procession, public meeting, corner meeting, gathering or campaigning shall be held only from 7 am to 7 pm. The Commission has warned the parties against making or causing public displays of the party's flag or the election symbol of the party or candidate.
