Dr. Swarnim Wagle, Vice President of the National Independent Party (NISP), has said that although his party has proposed changing the format of the provincial assembly, it is not in favor of abolishing the province itself.
During an interview with Kantipur Daily , when asked about the RSVP's view on federalism, he stated that they are still in favor of changing the current form of federalism.
'This is the situation and my understanding before I joined the RSVP in 2079. The general complaint at that time was that we should change the form of the provincial assembly, not abolish the provinces,' Wagle said. 'Instead of the provincial assembly, I say that we should strengthen the local level, and if possible, integrate it too. I want the provinces to play an 'intermediary' role, be agile, and play a coordinating role.'
He also informed that the RSVP is in favor of removing such duplication, saying that the provinces are copying the structure of the federation. ‘We don’t want the provincial assembly to copy and repeat the Singha Durbar,’ Wagle said, ‘The federal government has the Planning Commission, the Planning Commission at the bottom, the Public Service Commission at the top, the Public Service Commission at the bottom, the Investment Board at the top, the Investment Board at the bottom. This is not the case.’

Therefore, Wagle says that he is clear that some reforms need to be made while maintaining the framework of federalism. ‘My clear statement is that the seven-province framework of federalism will remain, but we must correct the irregularities and distortions within it. These reforms are also necessary to make the provinces more effective. The provincial assembly may also be abolished for radical reform. Therefore, it should be made quick,’ Wagle said.
He has been given the responsibility of writing the manifesto of the Rashtriya Swayamsevak Sangh (RSS) for the February 21 House of Representatives elections, and says that it will also mention the ‘revised provincial structure’.
‘The revised provincial structure is coming. We are debating its alternative form from abolition,’ Wagle said, ‘But to do all this, the number of MPs has to be sufficient.’ This issue has come up before. What needs to be clear now is that we have accepted the current federal democratic republic system, we need to improve it from within. We need to have the numbers and strength to improve it.’
