Former UML Vice President Bhim Rawal is set to join the Nepali Communist Party (NCP), led by former Maoist Chairman Pushpa Kamal Dahal and CPN-Unified Socialist Chairman Madhav Kumar Nepal. After the UML took action against him, even as an ordinary member, Rawal had launched the Matrubhumi Jagran campaign under his own coordination.

He will be elected as a member of the new NCP's secretariat as soon as the campaign is integrated into the NCP at a program to be held in Kathmandu on Wednesday. It has already been agreed that Dahal, Nepal, Jhalanath Khanal, Bamdev Gautam and Narayan Kaji Shrestha will be in the Nepali Communist Party's secretariat. Leaders say that Rawal's ranking will be determined by the tripartite talks between Dahal, Nepal and Rawal.

According to a leader participating in the discussion, Rawal is likely to remain in the party's 'high command' (central secretariat) with the sixth ranking. NCP secretariat member Dev Gurung, however, said that the ranking will be determined based on the agreement reached between the three leaders (Dahal, Nepal and Rawal). 'Leaders will remain in charge based on the past background and the needs of the party,' he said.

According to Harka Bahadur Kunwar, a leader close to Rawal, a five-point understanding has been reached with Dahal-Nepal. According to Kunwar, the party will maintain the sixth rank, lead the writing of party documents, hold a general convention within 6 months, and provide appropriate positions to Rawal-supporting leaders and activists. 

The NCP's statute, which was prepared under the coordination of leader Beduram Bhusal at the Unity National Conference held on October 16, provides for the existence of a central committee, central working committee, secretariat, and central work coordination committee (headquarters). According to leader Bhusal, the list of leaders other than the leaders in the central secretariat will be in alphabetical order. 

Former vice-chairman Rawal, who led the UML's far-western region for about two and a half decades, was expelled from the UML on December 10, 2008, for making statements against party discipline. Rawal, who had been pushed to the sidelines from party activities since competing against Oli for the post of chairman at the 10th general convention held in Chitwan, was finally expelled.

Rawal, who contested five elections from Achham Constituency 1 and won three times and lost twice, organized his supporters by organizing meetings and gatherings in his home district Achham immediately after announcing the Motherland Awareness Campaign.

Due to which, the organization of Achham UML is still affected. According to leaders associated with the Motherland Awareness Campaign, about 3,000 members of the 7,000 organized members of Achham left the UML and joined the campaign run by Rawal. However, he could not make the Motherland Awareness Campaign nationwide. He also organized gatherings in Mumbai, Pune, Baisur and other places where a large number of Far Westerners have migrated to India.

In the meantime, he has been strongly criticizing UML Chairman KP Sharma Oli. Amid the political developments that developed after the Gen-G movement, he has decided to join the newly formed Nepali Communist Party (NCP) under Dahal's leadership. His entry into the NCP will be formalized with the unity announcement program on Wednesday.

While addressing a meeting in Achham during the Pushpalal Marg Jagran Abhiyan, which began in the first week of last Jestha, Dahal had proposed cooperation to Rawal from the stage.

At that time, Dahal had said, ‘On the way here, I saw Bhim Rawal’s liaison office. I had spoken to him on the phone only yesterday. Why are you wandering around somewhere else? Come, don’t waste time, let’s sit down and talk, let’s cooperate.’ But Rawal had responded to Dahal’s proposal by calling it just a political courtesy expressed when he reached Achham. However, informal talks had been going on between Dahal and Rawal since then. 

It was expected that UML would suffer a setback in the Far West after Rawal was expelled. In the 2079 election, UML could only win two out of 16 seats in the House of Representatives and three out of 32 seats in the provincial assembly. UML’s disappointing results were interpreted as the impact of Rawal’s expulsion. After Rawal was sidelined by the party without even giving him a ticket, he remained inactive in the elections.
