Gangakumari Belvase, Radheshyam Paswan, Taraman Swar, Suresh Alemgar and Jhakku Subedi of the opposition party Maoist, Beduram Bhusal and Jayantidevi Rai of the United Socialist Party and Mrigendra Kumar Singh of JSP Nepal maintained that the unanimous decision should not be reversed.
In section 58 of the bill, the House of Representatives has provided that "civil servants who reach the age of 58 years in the financial year in which the Act comes into force shall retire after reaching the age of 58 years" and "employees in the second financial year after reaching the age of 59 years". On the other hand, if the Public Service Commission does not open new advertisement for filling up the posts, more than four and a half lakh students preparing for the civil service entrance exam will be affected.
Joint Secretary Meera Acharya argued that since she is in the first stage of filling up posts in the government service, if the retirement age is made 59 years from the current financial year, there will be no problem in filling up new posts. Stating that the organization and management (O&M) survey has been laid down in the Civil Bill, she said that the process will be completed by next November. "If the retirement age is 58 years in the current financial year, there will be a problem in filling the posts," she said. Secretary Panth also repeated the words of Joint Secretary Acharya. But Tulsa Dahal, the chairperson of the committee, said that the statement she mentioned while passing the clause and the argument that the decision should be reversed did not match.

Congress' Krishna Bahadur Rokaye commented that the problem arose when the minister and secretary tried to mislead the committee.
