If a politically conscious group does not build a political culture with critical awareness based on facts and logic, it will foster an anarchic political culture, which will hinder social transformation, progress, and the creation of a society with justice.

As the election for the House of Representatives approaches, candidates and party leaders are reaching the doorsteps of the people. The conscious people are asking the candidates powerful questions about their problems and concerns. They are telling stories of suffering and loss of life during foreign employment, from landless and squatters. They are also telling the candidates stories of human and crop damage caused by wild elephant attacks to the suffering caused by monkeys eating crops. In fact, the election has become an opportunity for the working people, farmers, laborers and the poor to voice their concerns. The people have been raising the issue of people's livelihood not only now, but in every election, but the candidates have done nothing but give assurances. 

Elections are not only a time for the people to ask questions of the political leadership, but also a time for them to reflect on how responsible they are towards the people. Many incidents of some candidates not answering serious questions raised by the people, ignoring them without showing much interest in those issues and giving unreliable assurances are being made public. Even scenes of activists throwing garlands that were placed with respect and angrily protesting against people's questions have been made public. Such incidents are also exposing the real political culture inherent in political leadership or candidates.

Elections are also a time to be aggressive towards political parties, candidates and supporters who have different views. It is natural to criticize different parties or leaderships when taking their agenda to the people from a political perspective. However, if revenge is made an election opportunity, not based on ideas, views and political agendas, it will not allow a democratic political culture to be built. If the people, supporters and activists do not have a critical view of political leadership and candidates, there is a danger of converting the leadership into gods and others into hymns. Such a political culture does not allow the problems of the country and the people to be solved.

A developed political culture 

Only a limited number of political leaders in Nepal are committed to the ideas and perspectives that solve the problems of the people, while most have become detached from the ideological political culture, which cannot honestly represent the people. Politics is an essential subject for the smooth livelihood of the country, society and citizens. The question of how to build a country and how to build a political system that allows people to live their lives with freedom, justice and self-respect depends on the ideological perspective adopted by the political party. For national independence, self-reliant economy, freedom from poverty and deprivation, respectable labor, freedom from exclusion and discrimination, or a life of self-respect, a political party should have a clear ideology, vision, policy, and program. It is easy to understand how responsible and accountable a political party is to the people based on that ideology and vision. Since the party and its representatives work based on ideology and vision, their political culture can be evaluated based on the ideas, behaviors, and actions they adopt. Parties, leadership, and candidates who are ideologically, visionarily, and practically committed to the welfare of the people promote political culture. Those who are detached from integrity and ideals have abandoned ideological political culture, that is, they do not have ideological political culture. Leadership that is detached from ideology, integrity, and ideals cannot be honest and accountable to the people. In Nepal, only a limited number of political leaders are committed to the ideas and vision of solving the problems of the people, while most have become detached from ideological political culture, which cannot honestly represent the people.

Some political parties and individuals in Nepal are unclear in their ideas and perspectives. Some have been waving with the non-political slogan of 'country above ideas', while some have emerged in politics by making the end of corruption and the economic development of the country their agenda. Good governance and economic development are basically possible only on the basis of political ideas and perspectives. What kind of politics with ideas leads to economic development? What kind of economic system can solve the economic development of classes and communities that have been historically exploited, oppressed and economically deprived? How is the transformation of an economic system based on patriarchy possible? The answers to such questions are determined by the ideas and perspectives of those parties regarding the economy. Therefore, not considering the need for ideas in politics is an unpolitical character.

The Gen-G movement was held in Bhadau against political chaos, arbitrariness of the leadership, corruption and misrule. The people had given a mandate to the political parties and leadership through the Gen-G movement to address the dissatisfaction and frustration prevalent among the people and to take the country forward through socio-economic transformation. On the basis of the movement itself, some political parties are trying to sway public opinion in their favor. However, ironically, no party or candidate seems to have done the work of digging into the causes of the people's anger, dissatisfaction and frustration and identifying a method to address them. This is an insult to the Gen-G movement itself. On the other hand, a large section of society has become a

er after social media-generated commentary rather than questioning the candidates with a critical political consciousness. Instead of critically reviewing the ideas, policies, plans and programs of the party, leadership, candidates and the people to solve their problems, there has been a tendency to deify individuals. On the other hand, a political culture of abusing, treating intolerantly and systematically attacking individuals or groups with different views is becoming dominant. If a politically conscious group does not create a political culture with a critical mind based on facts and logic, it will foster an anarchic political culture. Which hinders the creation of a society with social transformation, progress and justice. 

Character of the candidate and public opinion

The main task of the people's representative elected through the election to the House of Representatives is to formulate laws and policies. For policy formulation, the people need to review the characters, tendencies and their characters who participated in the election. Naturally, some candidates seem to have discussed what kind of policies are necessary for the people. Only a limited number of candidates seem to have discussed the policy arrangements that will solve the problems in the state, economic-social transformation and problems in the areas of people's livelihood. Most candidates are making promises in the field of development. For a candidate to say 'I will do everything' is a lack of understanding of the role of an MP or is a political dishonesty done for votes. Believing that a candidate who deceives the people before the election will maintain honesty after the election means that the people will be cheated again. 

  During the election, some candidates are trying to emotionally impact the people by bringing past struggles to the people, while others are ignoring those historical struggles. Ignoring past political struggles is devaluing the people's struggles.     The Federal Democratic Republic is an achievement achieved by the people through revolution, struggle and movement. A political culture that ignores or only uses the sacrifices made by the people for the transformation of the state and society is becoming dominant. This culture cannot bring about the socio-cultural and economic transformation that the people seek. 

Naturally, there is a clash between the party, leadership, and candidate in elections. The question of what kind of political culture a candidate promotes is revealed in their arrogance, conceit, stubbornness, and behavior. The candidate is to shape public opinion through ideas, agendas, policies and programs. In most constituencies, the narrative of ‘only I am right’ is being created by portraying the opposition as a bad character. In such a conflict based on revenge rather than on ideas, plans and programs, there is a serious risk that the candidates will clash but the people’s issues will be overshadowed. The people need to understand the issue of people falling under the sway of a person-centered political culture of revenge. 

Populism has become a dangerous culture in politics. A political culture of glorifying, deifying and singing hymns is promoted through digital technology. Such a culture deprives citizens of questions because only glorification is heard in the crowd, critical questions are prohibited. Just as in religious rituals, gods are not questioned, only cursed to bow down. The deification of leadership also creates the same situation or the real voice of the people is not heard. It prohibits critical comments based on facts and logic. When a candidate does not answer the people's questions, rejects critical comments, there is no basis to believe that he will listen to the people after coming to power. So, do candidates who do not listen to their voices during elections work in the interest of the people? Citizens need to think seriously. 

Social justice and inclusive democracy are an essential need of Nepali society. Discrimination, violence and atrocities against women have persisted for thousands of years due to patriarchal oppression. Indigenous people are seeking freedom from ethnic, linguistic and cultural oppression. The Dalit community is struggling for a life of self-respect and dignity. People with disabilities are fighting for the exercise of basic rights. Gender and sexual minorities are struggling for their identity. Working people are forced to wander abroad in search of labor. They are forced to suffer due to the lack of fertilizer, seeds and irrigation. Cooperative victims are waiting for the return of savings. Microfinance victims are seeking justice.

The landless are waiting for a loan waiver and an end to financial oppression. The landless have lived with the hope of access, use and control over their land. The Harwa, Charwa, Haliya and other feudal bonded labourers are seeking freedom from feudal bondage. There are some laws to end exclusion and discrimination, but they are not being implemented. There are many laws, policies and programs that are necessary, but the state is not paying attention to them. The oppressed communities are looking for people's representatives to represent such issues. However, most of the candidates are running with applause and crowds. They are deifying themselves by mobilizing hymn groups. They are displaying pomp and arrogance. The issue of the real common man has not become a matter of concern to many.

The entire machinery of the state is occupied by the dominant class and community. Most of the candidates are also representatives of the dominant class. They are representatives of the capitalists, businessmen, contractors and the dominant class. They do not seem to have the patience to listen to the voices of the oppressed classes and communities. Such candidates will have the opportunity to legitimize the dominant power through elections. Therefore, it is necessary for the oppressed community to use discretion in this election by keeping the demands and agenda at the center. @JBBishokarma
