This case is becoming more controversial because the vehicle owner cannot be convinced about the process and results of the 'embossed number plate' installed on the vehicle. Corruption has been suspected in this process since its inception. At the same time, the government has not been able to convince the citizens even though questions are being raised about the script of the number plate, the company awarded the contract, and the connection fee.

On the other hand, setting a date in the form of a warning and setting a time to install such number plates has drawn sharp criticism. The government has also failed to come up with a creative solution regarding the process and time frame of the connection.

One-sided decision to proceed with the connection process was taken to cause more harassment to the citizens, so they had to face the counter-attack. That is why the government has withdrawn from the decision of 20 July 2082. This context shows the need for a citizen-friendly process in government operations. 

To speed up the 'digitization' of the country, the concept of installing embossed number plates on vehicles has been put forward. It is also timely. It is equipped with RFID (Radio Frequency Identification), which can be 'tracked' by a 'device' placed in the 'RFID Tracking Gate'. Vehicle details can be known.

As a result, the transportation system will become scientific, security, theft, tax collection will be eased. There are advantages such as stopping the theft of vehicles, tracking the location in case of crime and fleeing, easily identifying Nepali vehicles in foreign lands, and embossed plate numbers are clearly visible even in the dark. It also makes traffic data systematic and reliable. It reduces the need for manpower. In other words, the process of connecting the embossed number plates is scientific in addition to 'digitization', it is also useful from the point of view of safety. But the opaque style of the government has discredited this plan. 

The government has moved ahead with the plan to have embossed numbers in the financial year 2072/73. Bangladesh and America's Decatur Tiger IT Company won the contract for printing of embossed number plates. Although the company had agreed to install 2.5 million embossed number plates within 5 years, only 25 thousand vehicles were installed with embossed number plates in 6 years. After the contract expired in June 2078, it was extended again for 28 months. A writ was also filed in the Supreme Court regarding the blacklisting of the company that got the contract.

In the first phase, on 5 August 2074, the then Physical Infrastructure and Transport Minister Bir Bahadur Balayer announced that the installation of embossed number plates has started in the first phase. Since then, the government has tried many times to connect all the vehicles, but it has not been implemented.

Last time it was decided to fine or take action if embossed number plates are not installed from October 1. After protesting, he reversed his decision. The government has adopted a disorganized approach in the overall process. In the background of the controversial company getting the contract, when the government also showed dramatic haste, the citizens seem to reject it. seems suspicious. The government should make it clear.

Embossed number plate connection process has also highlighted another issue - the state has lost its ability to communicate with citizens. Credibility towards the state is also decreasing among citizens. There are many reasons for opposing the installation of such number plates. However, even when trying to start good work, the government's failure to implement it means that the credibility of the state has become negative. The state could not convince that the embossed number plate is scientific, it is for the safety of citizens.

Even though the government has started the process since 2073, it has not yet been able to construct the 'RFID tracking gate'. If the government wants to speed up the process of installing embossed number plates, it should make the process transparent. Because, it has been criticized that the contract process which costs more is completed by agreement and its financial burden is imposed on the service user. It should be assured that corruption and irregularities are not linked. Citizens should be made aware of its benefits.

Most importantly, the fees and connection process should be made customer friendly. As such, charging for embossed number plates at the time of vehicle renewal and notifying the customer when such number plates are available could be an option. Which can end the frustration that the customer gets.
