Opposition MPs have demanded a response from Infrastructure Development Minister Sunil Lamsal regarding his statement that a contractor who does not do the work should have his leg broken.
In today's meeting of the House of Representatives, UML Parliamentary Party Chief Whip Ain Mahar questioned whether Minister Lamsal's statement was in accordance with the law. 'The minister had given an order to break the contractor's leg. Was that in accordance with the law? Should the right or left leg be broken?' Mahar said, 'Is that an order that can be given in the capacity of a minister? And was it in accordance with the law to call the contractor to the ministry and threaten, abuse, and shake him?'
While giving a ministerial response in the discussion on the Appropriation Bill, Minister Lamsal replied that his intention was not that. 'That is not the intention. I want him to do the work.' If they don't do the work, it will be canceled. Otherwise, their seven generations will be finished. Because the bank will forfeit the guarantee. They will recover the remaining work,' he said.
Minister Lamsal clarified that he was trying to get the contractor to do the work by putting maximum pressure on him. 'I don't want to scold anyone. If you start from the beginning, we will keep quiet. We will be happy.'
Minister Lamsal had expressed the opinion that the contractor who does not work should have his legs broken during the monitoring of the Nagdhunga-Muglin road project last Sunday. He had put Dhading Chief District Officer Laxmi Pandey Gautam, along with the district police and armed police chief, next to him and said, 'Where on earth is this contractor who moved the electricity pole? Find him and put him here.' If it doesn't work, I won't break your leg, it doesn't matter.''
The video of him making this statement has gone viral on social media, with some supporting it, saying that strict action should be taken against contractors who don't work, while many have even criticized the minister's language as a warning against the rule of law.
