Rights activist Ruby Khan has broken her hunger strike on the 23rd day. She and government representatives reached a 5-point agreement on Tuesday demanding an impartial investigation into the kidnapping, hostage-taking and dereliction of duty incidents of Nirmala Kurmi from Banke. Khan was broken by Prime Minister Balendra Shah's press and research expert Deepa Dahal after she was given water. A special team was deployed by the government to hold talks with Khan at the Sanjeevani College of Medical Sciences (Nepalgunj Hospital) in Nepalgunj, Banke.

The team included Additional Inspector General of Police Sushil Singh Rathore from the Police Headquarters, Joint Secretary and Spokesperson of the Ministry of Home Affairs Ananda Kafle, and Prime Minister Balendra Shah's press and research expert Dahal.

The team has been in continuous talks and facilitation with human rights activist Khan since Monday, and the Joint Secretary of the Ministry of Home Affairs and Khan have signed a memorandum of understanding.

After the agreement, Khan has expressed gratitude to Prime Minister Shah and the government representatives.

​According to the agreement, the government team has stated that it will study the investigation conducted so far in the case of kidnapping, physical restraint and dereliction of duty of Nirmala Kurmi, registered at the District Police Office, Banke on Chaitra 20, 2077, and take it to judicial process as soon as possible.

Similarly, the government has committed to have the Lumbini Province Police Office, Dang investigate the investigation of other incidents raised by the hunger strike activist Khan and to take legal action against the concerned police personnel in accordance with the police regulations if any shortcomings are found in the process.

It has also been agreed that the investigation into the 'offense against public peace' case registered against Khan at the District Police Office, Banke will be immediately concluded.

It has also been agreed that the Police Headquarters will investigate the role of the District Police Office, Banke, including the Chief, Superintendent of Police, and other employees in this case and take action if any weaknesses are found.

Similarly, it has been agreed that the District Police Office and the District Administration Office in Banke will be given necessary instructions for the protection of Khan and other women's rights activists who are agitating for justice for Nirmala Kurmi.

The memorandum of understanding has been signed by representatives of various organizations active in the field of human rights and women's rights.

The signatories to the Rohwar are INSEC Lumbini Province Coordinator Bhola Mahat, Advocacy Forum Lumbini Province Coordinator Basanta Gautam, Women's Rights Forum Spokesperson Mohammad Sher Bagwan, Chair Mankumari Gurtal, and Member Geeta Raidas.
