The Road Division Office, Sanfebagar, has decided to impose a fine of around Rs 180 million on the construction contractor who stalled the construction of the steel truss bridge at Guigad under the Sanfebagar-Martadi road section connecting Bajura's district headquarters, Martadi. The office has issued a 35-day public notice to cancel the contract and deposit the fine and compensation amount into the government account, saying that the public was suffering by not completing the work despite an agreement made 15 years ago. According to the Road Division Office, Sanfebagar, Rajendra-Thegim JV, Dhangadhi-4, Kailali, had signed an agreement with the Road Department in 2068 BS for the construction of the Guigad bridge. Despite the condition of completing the work by mid-Shrawan 2070 BS, the bridge has not been constructed even after a decade and a half due to the negligence of the contractor.

‘Accessors’ left the bridge stranded

35 days have passed since the public notice was issued, but even after 35 days, the office’s information officer Engineer Subhash Sah said that the recovery process has not been completed and other processes have been initiated. ‘We are looking for details of three generations of the construction entrepreneur. We will send it to Kumari Chowk and Central Tehsil Office for recovery. The recovery work will be done by the higher authorities,’ he said.

The office terminated the contract on 23 Mangsir 2082 after the construction entrepreneur failed to complete the work despite repeated extensions.

The office has decided to recover Rs 179.932,084 from the construction entrepreneur as government dues. Earlier, after the entrepreneur ignored the 21-day deadline to deposit the amount, a notice was published on Chaitra 9, 2082 and an ultimatum of 35 days was given. The notice states, "If the amount is not deposited in the revenue account within the stipulated 35 days, the records will be sent to Kumarichowk and Central Tehsil Offices to recover the government dues as per Section 47 (3) of the Financial Procedures and Financial Responsibility Act, 2076."

Other contracts also canceled

Not only the Guigad bridge, but the contracts of other companies that delayed the maintenance work on the Sanfebagar-Mangalsen and Sanfe-Martadi road sections have also been canceled. In which Sevika Construction and Engineering Consultancy, Surkhet and Sevika-Behdababa JV, Kailali. These companies also have outstanding fines of more than Rs 19.5 million, Rs 12 million and Rs 14.2 million respectively, according to the Road Division data. The Road Division Office has initiated the process of recommending that these construction entrepreneurs be blacklisted and also confiscating their performance bonds.
