It has been found that 400 huts have been built encroaching on the banks of the East-West Canal in Chandrapur Municipality-5 under the Bagmati Irrigation Project. Both banks of the canal have been occupied and huts have been built for three decades.
A team including the Irrigation Project Office and the local administration surveyed the area on Thursday and Friday to clear the encroached area. The project has issued a notice saying that encroachment on the canal land has caused problems in irrigation, canal maintenance and sanitation and has started preparations to remove it.
Locals have demanded that the team that has reached the site study be given a week's time to move their belongings. Local Suraj Patel said that the project should give some time to vacate the huts. 'We are ready to move.' But I wish we had some time to move our belongings,' he said, 'It is the rainy season. If we continue to do this, it will be difficult to live.' So, we would have had two to four days.' In this area, everything from the Nepali Army barracks to resorts and club houses have been encroached on the canal land. The project office has stated that more than 50 concrete houses have been built in the canal area.
They had started building houses on both sides of the canal in the name of the squatters since 2054 BS. Bagmati Irrigation Project Chief Santoksha Chaudhary, Madhesh Province Social Development Minister Fakira Mahato, Chief District Officer, District Police Chief, Armed Police Force Ganapati, National Investigation, Division Forest Chief, Chandrapur Mayor and other teams had reached the canal area.
Project Chief Chaudhary said that encroachment has been causing serious obstacles in the regular maintenance, sanitation and water supply system of the canal. ‘The encroachment in this area, which is considered the main lifeline of irrigation, poses a risk of causing environmental and structural accidents in the future,’ he said, ‘We have repeatedly asked you to vacate and move away from here. Now we will vacate the encroachments soon.’ The
project claims that it has been issuing notices for 30 years. Structures resembling permanent residences have been constructed on the banks of the canal where encroachment has begun, building ordinary huts. The project, however, has said that it will now proceed as per the law, saying that it has ignored repeated notices and will now proceed as per the law. The
irrigation project has issued notices to remove the eastern and western main canals, branches, branches, and Tasairi canals within the project, permanent and temporary houses and huts built within the land. The project says that since the water of the Sunkoshi Marine Diversion is operated through this canal, it is necessary to manage it.
The project had published a notice on Chaitra 26 and asked the removal of the houses and huts within 7 days. According to the project office, 65 meters of land to the east and 60 meters to the west fall within the canal area. All of that area has been encroached. Project Chief Chaudhary said that the survey of the encroached area has been completed and it will be removed soon after notification.
