Saudi Arabia has introduced a system of notarizing contracts between employers and workers to give them legal validity. Now, workers with notarized contracts will not have to go to court if their employers fail to pay them.
Saudi Arabia's Ministry of Human Resources and Social Development, in collaboration with the Ministry of Justice, has started notarizing (recording) contracts to give them legal validity. A new system has been implemented to make notarized employment contracts enforceable. Accordingly, an officially registered employment contract will become the legal basis.

Workers have been provided with a system to notarize employment contracts registered on 'Kiva'
(electronic platform) on the 'Nazij' platform. 'Kiva' is an electronic platform of human resources, while 'Nazij' is an electronic platform of the Ministry of Justice. These two platforms are linked to each other.
According to the new system, the salary and service benefits to be received by the worker are clearly written in the contract. In which basic salary, account allowance, housing allowance, transportation allowance and other facilities should be mentioned. All these details are verified by the computer system through the 'Mudad' platform. This platform automatically shows whether the companies have paid or not.
Details related to salary payment will be verified electronically through the 'Mudad' platform. Which is responsible for the payment of salaries, salary protection programs and operation of the payroll management system of private sector employers.
The contract that workers who go to Saudi Arabia with a work permit from Nepal carry and the contract they receive after reaching Saudi Arabia are different. Due to which the minimum salary also varies. The Department of Foreign Employment has been issuing work permits to disabled workers going to Saudi Arabia only if the minimum salary is 1,000 riyals and 300 riyals for food is mentioned in the contract. However, most workers are forced by their employers to sign contracts worth less than 1,300 riyals upon arrival in Saudi Arabia. If they do not receive their salaries, they have to wait in court for months to settle the case.
If a worker with a notarized contract has not been paid their full salary for 30 days or has only been paid a partial salary for 90 days, the worker can apply online to the Ministry of Justice's 'Naziz' platform. This is like a virtual court, where the process starts within minutes. Once the application is accepted, the employer is given a chance to pay the salary or object within 5 days.
Contract registration is mandatory
To take advantage of this facility, the worker's employment contract must be registered on the 'Kiwa' platform. The contract must have an execution number issued by the Ministry of Justice.
More than three lakh employment contracts have been registered in this system, which was launched in October 2025. According to the government, this arrangement aims to protect workers' rights, reduce the problem of unpaid wages, and make the labor market transparent. The Ministry of Human Resources said that this is part of a long-term plan to protect the rights of both workers and employers under Saudi Vision 2030.
