After that, on Kartik 21, 2080, an agreement was reached between the Bharatpur Metropolitan City and the Bagmati Province Government to jointly proceed with the construction of the stadium. After such an agreement, on Kartik 23, the federal government decided to proceed with this stadium as a project of national pride. But even after 2 years of such a decision, the accounts of the stadium construction have not been cleared.

While the incomplete construction work handed over by the foundation has been carried out by the metropolis since Asar 2081 BS. According to the Bharatpur Metropolitan City, the work was completed within 30 months from Asar last year and the remaining construction work has been carried out. Of which 45 percent has been completed so far. After the government took over the stadium structure, it was supposed to calculate the expenses incurred and hand over all the money. But this work is currently being delayed. Due to which Dhurmus is under pressure from all sides due to the inability to repay the amount taken from dozens of individuals and companies and the amount of borrowed goods. The foundation, which has completed work worth 571.2 million rupees, has been saying that only 184.3 million rupees are in debt. The Sitaram couple has been bearing the direct impact of the government not paying the amount decided to be given on time.

Bharatpur Metropolitan City Chief Administrative Officer Laxmi Prasad Poudel said that the federal government has allocated a budget of 150 million rupees for the metropolis to purchase the created property. But why is there a delay in giving this amount to the Dhurmus Suntali Foundation? In response to Kantipur's question, he said that even though the budget was arranged, the federal government did not move forward with the process as there were some points that needed to be clarified.

Officer Poudel said that the government had allocated funds under the title of purchasing created assets and the funds allocated in this way could be spent only in accordance with the Public Procurement Act, saying, 'If the budget had been arranged as a grant, it would have been easier to pay the metropolis.' He said that there was policy confusion over how to pay the money since the construction of the stadium was not done in accordance with the Public Procurement Act. Officer Poudel said that the issue was also stuck because the foundation is not a VAT registered organization and VAT has to be paid while paying the amount according to the Public Procurement Act.

He said that they had also written to the federal Ministry of Finance and the Ministry of Sports to clarify this issue and received a reply that no further opinion was required from both the organizations. We also inquired with the Ministry of Finance and the Ministry of Sports to understand this issue. The metropolis had written to the Ministry of Finance on 21 Kartik to get more clarity on this issue. The ministry responded on 24 Kartik. The metropolis wrote to the Ministry of Sports again on 28 Kartik. The Ministry of Sports responded on 30 Kartik.

According to the Ministry of Finance, Rs 150 million has been sent to Bharatpur Metropolitan City for the construction of the stadium as per the decision of the federal government and the budget arrangement. Ministry spokesperson Tanka Prasad Pandey said that the amount will be paid through the metropolis and said, 'The implementing body is Bharatpur Metropolitan City. It is their responsibility to decide what to do procedurally.' Is there any obstacle to the payment of the amount released by the Ministry of Finance? In response to a question from Kantipur, spokesperson Pandey said, 'The Ministry of Finance does not sit around looking at everything. The implementing body will decide how to do it.' It is their responsibility to decide which law to follow based on the prevailing rules.' He also said that the ministry is ready to facilitate if there is any difficulty in the payment process.

The Sitaram couple had announced the construction of the Gautam Buddha International Cricket Stadium in Kathmandu on 16th Magh 2075 with the presence of top leaders of all parties. Immediately after that, an agreement was signed between the Foundation and Bharatpur Metropolitan City for the construction of the stadium. It states that the metropolis should provide land, that it will cost an estimated three billion rupees to build the stadium on the land, and that the Foundation will seek cash or in-kind support from the Government of Nepal and individuals, organizations, and all bodies in the country and abroad for that cost. The agreement states that the Foundation will complete the construction within two years of the foundation laying, unless special circumstances arise.

Despite signing the agreement and starting the work, the foundation stopped the construction work from Bhadra 2078 BS after not getting support from the public. And on Poush 2 of the same year, the foundation wrote a letter to the metropolis to take ownership of the stadium. After the foundation withdrew from the construction of the stadium, a long time passed in confusion about how to proceed with the remaining work. The remaining work of the stadium construction has been ongoing since Asad 2081 BS. According to the metropolis, the construction work has now reached 45 percent.

Sitaram Kattel is stressed due to this confusion about the government's disbursement of funds after the handover of the stadium. In an interview with Kantipur, he said that he was undergoing treatment at the Natural Hospital in Rahjahar, Nawalparasi, for 21 days in Asad and now for 12 days. He said, 'This calculation made me sick. Now I have come again for treatment. Treatment is in the morning. I keep running to the metropolis for payment in the afternoon. These days, my daily life is like this.'
