The meeting of the Nepali Congress establishment party is being held at Dhobighat in Lalitpur. Acting President Purna Bahadur Khadka has called the meeting to decide on a collective stance for the central working committee meeting starting on Thursday.
Most of the leaders in the meeting are of the opinion that neither a regular nor a special general convention is possible in Mangsir. Meanwhile, two general secretaries Gagan Thapa and Bishwaprakash Sharma have maintained that if the meeting does not decide to bring the schedule of the regular general convention in Mangsir, the process of a special general convention should be taken forward.
They have tried to present the agenda in the meeting on Thursday itself, saying that it is not logical that political parties including UML and Maoists cannot hold a convention. The establishment party has called the meeting to form a common opinion on how to present it in that regard.
If there is no regular general convention in Mangsir, will there be a special general convention or not? If a special general convention is not even called, what is the relevance of the petition with the signatures of 54 percent of the general convention delegates? The issue of the general convention is becoming a matter of prestige between the two camps of the Congress.
A petition for a special general convention with the signatures of 54 percent of the general convention delegates has been registered at the party central office on 28 Asoj. The party's statute has made a binding provision that if a special general convention is demanded with 40 percent signatures, it must be called within three months. The statute also provides that the central working committee itself can call it. Such a practice was done in 2014. The special general convention at that time had replaced Suvarna Shumsher Rana and made BP Koirala the party president.
