After the party failed to reach an agreement, Congress General Secretary Gagan Thapa has made public the schedule for the central general convention to be held on November 10-11. Before the central working committee meeting, Thapa had proposed the schedule for all levels of conventions from ward to center in the meeting of the performance committee on Thursday morning. After the establishment leaders did not accept the proposal brought for discussion to take the agenda to the central working committee, Thapa made it public on Friday for everyone's information. This is further escalating disputes within the Congress.
The schedule made public by Thapa states that the convention will begin by finalizing the renewal of active membership and the of new membership by Kartik 21. According to his proposal, new and renewal membership will be finalized by Kartik 21, the list of membership names will be submitted to the election committee by mid-Kartik, a ward convention will be held across the country on Mangsir 5, a village/town, sub-metropolitan/metropolitan city convention on Mangsir 8, and a provincial assembly and regional convention on Mangsir 12. Similarly, there is a proposal to hold regional conventions of the House of Representatives on Mangsir 15 and the public relations committee abroad on the same day, a district convention on Mangsir 18, a provincial convention on Mangsir 21, and a central convention from Mangsir 27-29. Since the establishment side has a majority in both the central working committee and the work performance, General Secretary Thapa's proposal has not been able to move forward formally. After the establishment party was reluctant to take up the agenda of the general convention in the central working committee meeting, Thapa has been saying that he will not even take up the proposal to extend the term of the working committee, which is expiring by mid-Mangsir.
‘General Secretary Thapa’s plan is that if they are not ready to hold a regular general convention within Mangsir, they should go for a special general convention and prepare for it at the same time,’ said a central member close to Thapa.
Divided opinion within the establishment party
Divided opinion has begun to be seen within the establishment party on whether to hold a regular general convention within Mangsir. A group of former office bearers, including the acting president, are arguing that the regular general convention should be held only after the elections. More than half a dozen members of the establishment party who spoke at the central working committee meeting on Friday have demanded a regular general convention within Mangsir.
Central members Bharat Kumar Shah, Pushpa Bhusal, Dila Sangraula, Arjun Kumar Joshi, Zipchiring Lama, Muktakumari Yadav, Kaikulal Valmiki, Narayani Rayamajhi and others recalled the statement made by President Sher Bahadur Deuba that the general convention should be held within the time frame and expressed the view that a regular general convention should be held within Mangsir. Joshi, a member of the establishment party, did not interpret the statement made by the President in his favor and expressed the view that a regular general convention should be held within Mangsir.
‘This situation has come to this today when leaders consider power as private property and a bribe. Today, Gen Z is in everyone’s home. There is a challenge within the home. We have reached this situation by turning a blind eye in the name of factions and factions,’ said Joshi. ‘This is not the time to hold the general convention before or after the elections.’ It is necessary to hold the general convention within the time frame.'
Central members Pushpa Bhusal and Dila Sangraula said that the special general convention would create a divided mentality within the party and that a regular general convention should be held in Mangsir to unite the party.
Central member Zip Tshering Lama said that the alliance of the Congress and the UML has created this current situation. Another member Muktakumari Yadav said that the youth group will now run the country and said that the Central Working Committee should come up with a schedule for a regular general convention within Mangsir.
Central member Pradeep Poudel said that the 15th
general convention should be held immediately, keeping in mind the current rebellion, the demand for a special general convention, increased youth involvement, and the scheduled House of Representatives elections. ‘Only with this will the party come forward with new energy with a fresh mandate and leadership. The entry of new youth will increase. Only this will have the power to solve the country's problems,’ said Poudel, ‘Thank you to the friends who proposed a special general convention. In the current situation, postponing or extending the party convention on this or that pretext will push the party and the country into a serious crisis, so we should not think about it. Since the 11th general convention was completed in 60 days, a regular general convention can easily be held in this situation.’ Gandaki Province Working Committee President Shukraraj Sharma supported the demand for a special general convention and said that it has given the strength to hold the regular general convention on time. Sharma questioned why President Deuba did not come to clarify why the events of Bhadra 23 and 24 happened. 'The Congress's governance situation is also responsible for this situation, and the Congress should apologize for it,' Sharma said.
Most of the leaders of the establishment side were aggressive towards the general secretaries Gagan Thapa and Bishwaprakash Sharma. Sudurpaschim Province Working Committee President Bir Bahadur Balayer, Koshi Province Working Committee President Uddhav Thapa, Saraswati Bajimayi, and Sushila Thing were the most aggressive. Balayer said that there was no justification for the demand for a special general convention by gathering the delegates of the general convention whose term had expired and that the regular general convention should also be held after the Falgun 21 elections.
Thapa questioned why a general convention was needed before the election and argued that the party should not hold a general convention before the Falgun 21 election. Thing demanded that those who signed the demand for a special general convention be summoned and action taken.
Among the 27 central members who spoke at the meeting on Friday, members of the Shekhar Koirala faction, who are not part of the establishment, have demanded a regular general convention in Mangsir without mentioning the special general convention. However, members close to the general secretaries are of the opinion that a special general convention should be held if the regular general convention cannot be held. The Congress meeting continues on Saturday as well.
