Committee Chairman Tulsa Dahal submitted the report of the committee in the meeting of the National Assembly on Tuesday.
Committee Chairman Dahal informed that this bill has made the laws related to services, conditions and facilities of civil servants compatible with federalism. She said that this bill will play a role in the implementation of administrative federalism.
Speaker Dahal also said that a two-year 'cooling off period' has been arranged for civil servants. "Civil service employees are made to be professional, honest and committed to their work, so that there is no conflict of interest in policy making and implementation, arrangements have been made to serve elsewhere for two years from the date of retirement or to receive any appointment," she said.
The National Assembly has provided that joint secretaries, secretaries and chief secretaries cannot take constitutional, diplomatic or other government appointments for two years after retirement or resignation.
Chairman Dahal informed that 43 MPs have amended 193 points in the Civil Bill in the National Assembly. The bill was discussed in the committee from August 2. The Chairperson informed that 98 clauses have been amended and one clause and one schedule have been added to the Civil Bill in the National Assembly.
The Civil Bill is ready to be passed by the National Assembly on Tuesday.
