Rupandehi-3 by-election: Congress and UML alliance in 079, fear of RSVP in 082

Political parties have started seeing the by-election of Rupandehi House of Representatives Constituency No-3 to be held on October 17 as a 'mini referendum'. The parties have started to claim that the by-elections will give an indication of the results of the general elections to be held in 2084. Basically, the ruling Congress, UML and the opposition RSVP have made this election a matter of prestige.

Not only the ruling Congress and UML, but also between the opposition parties, there is little chance of harmony in this election. For this reason, the parties have engaged in internal fronts with strategy to use as an opportunity to test their influence and public opinion. By-elections are about to be held in this area due to the death of RPP MP Deepak Bohora. Bohora defeated Congress leader Balkrishna Khan with the support of UML in the 2079 elections. Defeating the incumbent Home Minister Khan was not a matter of choice. 

Last time there was an alliance of five political parties including the Maoists under the leadership of the Congress, while an alliance was formed according to districts and constituencies with the Upendra Yadav-led JSP and RPR under the leadership of the UML . On the direct side, RSVP did not pick a candidate . 

Even though RPP's Bohra won the election in alliance with UML, Congress and UML have been seen as the main competitors in the past. RPP leader Bohora won the elections of 70 and 079 with the influence of individuals and the strength of the alliance rather than the organization. Apart from that, Congress and UML have been winning alternately.

The ruling Congress has not formally announced the candidate yet. However, the names of leaders like Pramod Yadav, Ramchandra Dhakal, Sushil Gurung and others are being discussed as aspirants within the Congress. Before selecting the candidates, the leaders from the center have reached the constituencies and returned after understanding the psychology of the common voters. Leaders including General Minister Vishwaprakash Sharma and the Party's Propaganda Department Head Meen Vishwakarma returned a few days ago after understanding the public opinion of the citizens of the constituency.

Head of Publicity Department Vishwakarma said that efforts are being made to make a new face a candidate . "We are preparing to bring a new, popular candidate who can win the election according to the people's wishes," he said, "We are not looking at this by-election as a referendum on 084, but because this one seat indicates where the popular wave of the current situation is in the country, the Congress has made it a matter of prestige." However, it has not been announced . UML leaders say that Prime Minister and Party President KP Sharma Oli has instructed Bhattarai to prepare for the Rupandehi-3 by-election. "Khimlal Bhattarai has been asked to prepare for Rupandehi-3," said a UML leader, "There is still some time left to make a formal decision."

Bhattarai was elected as a member of the National Assembly in 2078. Bhattarai and Vasudev Ghimirele were given tickets from the Center in Rupendehi-5 in the 2079 House of Representatives elections. Bhattarai resigned as a member of the National Assembly and went to become a candidate.

UML initially gave ticket to Ghimire but made Bhattarai the official candidate at the last moment.  Since Ghimire filed his candidacy before Bhattarai, the Commission recognized his candidacy. Ghimire was elected from Rupandehi-5.

UML secretary and Lumbini in-charge Padma Aryal said that a 'circular' has been issued in the district to recommend names for the candidates of Rupandehi-3. "A letter has been sent to recommend the names of three people," she said, "after the recommendation comes from the district, the candidate will be decided". Informal discussion is going on about making a common candidate of the Samajwadi Front (Maoist, United Socialist Party, CPN) or Maoist alone. "The by-election of Rupandehi-3 will be discussed in the next office bearer meeting," Maoist Vice President Agni Sapkota said, "There will be a discussion then whether to raise a joint candidate or Maoists alone." Looking at the results of the previous elections, Maoists have come in fourth place.

Raswapa, which has emerged as an alternative force, has seen the by-election of Rupendehi-3 as a 'referendum' of the 084 election. Now the main attention of most of the party leaders is turned towards the by-elections. Raswapa called for candidates on July 5 and held an open competition. In that call, 9 people have registered their names . Sulabh Kharel, Parthivendra Upadhyay, Lekhjung Thapa, Gyanu Paudel, Jit Bahadur Gupta, Kusum Maharjan, Rachna Chhetri, Poonam Kumari Agarwal and Madhu Prasad Aryal are among those who presented their candidature claims. By making the candidate selection process transparent, RSVP is trying to promote competitive practices within the party.

"Certainly, this election will guide where the public wave of 084 is going, that's why, like all parties, this election has become a matter of prestige," said RSVP leader Parajuli . He said that RSVP will not form an alliance with any party. RSVP has given the responsibility of leading all the work related to the by-election to the joint general minister and in-charge of Lumbini province Vipin Kumar Acharya .

If proportional vote is considered as the base, then Congress, UML and RSVP are the main forces in this region . Congress and UML are the main competitors, but RSVP is becoming the main challenge for them. "It doesn't matter if Congress and UML win, but if RSVP wins, it will have a direct impact on the 2084 elections," another Congress leader said, "The main challenge for both parties in power is RSVP." Similarly, RPP district president and former mayor Sagarpratap Rana, central member Vasantavikram Shahi,  It has also recommended the names of member Swati Thapa and advocate Dilip Kumar Mallik.

In the previous election, RPP leader Bohora defeated powerful Congress leader Khan by 2,681 votes. Bohra got 36 thousand 717 votes while Khan got 34 thousand 36 votes .
