Suggestion to the party and leadership to be responsible for ending discrimination against Dalit community

Even though the constitution and laws prohibit caste discrimination and untouchability, such discrimination still persists in the society, and stakeholders have suggested that the party and leadership should be held responsible.

Speakers speaking in an interaction held by the Central Dalit Coordination and Facilitation Department of the Congress on the occasion of the Abolition of Caste Discrimination and Untouchability on Wednesday said that only if the political leadership and political parties are responsible, all forms of discrimination can be ended from the society. 

Author and researcher JB Vishwakarma presented a paper on the overall condition of Dalits in Nepal and solutions and said that because political parties are not responsible, the discrimination and empowerment of the Dalit community could not be ended .

"Untouchability is not the main issue now, proportional representation and development of the Dalit community in social, economic and political conditions is the main issue now," he said, "but these issues have not received the attention of the state". As now the country's poverty has dropped to 20 percent. But the poverty of Dalits is around 42 percent.'

He said that Dalits have been denied leadership from government, parliament, courts, bureaucracy, political parties, associations and communities to school management committees. In the

program, separate panels discussed the social, economic and political situation of the Dalit community and solutions and the implementation of laws related to the rights of the Dalit community.

The speakers of both the panels claimed that even a single positive initiative of the party and the leadership will help in breaking the discrimination against the Dalit community. 

Congress General Minister Gagan Kumar Thapa said it is time for political parties to reconsider their agenda to end discrimination against the Dalit community. We are now in the government. After some time, we will also lead the government . We are also the most social organization in Nepal. Therefore, at this time, if we want, we can run a campaign against caste discrimination across the country,' he said, 'for this, the party needs to discuss such issues and include them in the agenda.'

He said that the Congress will proceed to discuss the issues of marginalized communities and reach a conclusion. Stating that the Dalit community is being excluded in the policy program and budget, he said that even if the Dalit community gives only a few percent of the taxes paid to the state, it will be enough for the upliftment of the Dalit community.

'13.4 percent Dalit community is paying taxes to the state . But the government does not want to spend for the rights of that community . They don't even want to make a program for the basic human rights of that community,' he said, 'for this, the state will allocate only 10 percent of the taxes paid by the Dalits.' He said that development and improvement of the country is possible only with equal rights and representation of all castes and communities. 

Spokesperson Prakasharan Mahat said that although the party has done many things for the rights of the Dalit community, it has not been able to reach the community. "Congress is the party that works the most for the Dalit community." But to convey this to the Dalit community  We are getting the least number of votes from the Dalit community because of this," he said.

Central member Meen Vishwakarma said that it is time for the parties to play a responsible role for the rights of the Dalit community. But the psychology of the society did not change in its practice, there was no change in the political comments,' he said, 'therefore, the achievements that should be realized are not being achieved.'

Kathmandu University associate professor Uddhav Pyakurel said that the problems of the Dalit community will not end until the comments made by politics are changed. He said that since it is the main political representation, emphasis should be placed on increasing the maximum representation of the Dalit community.

Senior psychosocial consultant Nirjala Bhattarai said that even though the constitution and laws have changed, they have not destroyed the social psychology created by values. The law says that there should be no discrimination. But values ​​are not considered like that,' she said, 'People's minds are not guided by laws, but by values ​​and traditions.'

Senior advocate Dinesh Tripathi said that there is a need to improve the trend of political parties and leadership. This is not the time for Dalits to call me untouchable, it is not a topic to be discussed, if we analyze our law and state policy at the center, how can we empower this community economically and socially? He said, "If we had discussed that, the energy of the Dalit community could have been spent on building the country." Writer and scholar Kailash Rai said that the problems persist because of the thinking that caste discrimination is only for the Dalit community. She said that this problem is common to all and the problem will not be solved until we move forward.

'There is caste discrimination due to the caste system . This problem is not only for Dalits, because of this, the whole society is lagging behind,' she said, 'We all need to understand this.' Lakshmi Pariyar, the head of the

department, said that the Congress should take a joint initiative for the upliftment and empowerment of the Dalit community from the union, state and local governments.  Secretary of the department Deepak Soni said that suggestions will be submitted to the party by including the suggestions and discussion topics received in the

program. We discussed this in Kathmandu. We will have a country-wide discussion on this matter,' he said, 'we will give suggestions to the party based on the findings. It will help in policy making and law enforcement in the future.'
