By February 25, the newly appointed executive director of the Health Insurance Board, who is responsible for the outstanding amount of 7 billion 42 million rupees. Raghuraj Kafle has claimed that he will play an important role in establishing financial sustainability during his tenure. He said that he will ensure universal health participation during his term and said that the problems seen in service delivery will be solved by the board by making policy decisions.

Executive Director Kafle has also said that the health insurance package will be reviewed. He said that lakhs of common people have benefited from the extended health insurance from all 753 municipalities and said that there are some difficulties among the positive achievements. Taking charge at the office of the Health Insurance Board on Friday, he said, 'We will introduce many measures to address the problem. We will sit with the leadership of the insurance board and make policy decisions. We will cooperate with the Ministry of Health and Population, we will cooperate with the Government of Nepal.' 

He said that rather than solving such problems overnight, this problem will be solved within a certain period of time. He also assured the service providers that they will proceed institutionally to effectively implement health insurance. 

According to the Health Insurance Board, there are currently 3 billion 70 million rupees in the fund of the board. According to the data of the board, since the establishment of the board in 2072 till 2079/80, 11 billion 62 crore 77 lakh 10 thousand rupees have been collected from Premier. But up to this period, the expenditure has been 40 billion 736 million 23 thousand rupees. The board is operating at a loss every year. 484 health institutions including 48 private ones are affiliated to Bima. There are 99 lakh 23 thousand insured across the country. About 30 million claims of 25 to 30 thousand insureds are received in the board daily.

According to the 2078 census, the population of the country is 291 million 64 thousand 578. In the 9 years since the insurance program started, the number of people insured is only 34 percent. The number of new insureds has not increased significantly in recent years. Renewals are also decreasing every year. Insurance renewal was seen at 75 percent till 2077/78. It dropped to 64 percent in 2078/79. It further decreased to 59 percent in 2079/80. The board has not released the data for 2080/81.
