Earlier, filmmakers had been protesting against the intervention of the state and subordinate bodies under various pretexts. However, this time two organizations led by the filmmakers themselves have decided to restrict the film.

Film Association and Producers Association made such a decision by forming a working group on Tuesday. According to which, before the screening of the film, the producer must get a recommendation from the Producers' Association and get registered with the Film Association. According to this decision, now only cinemas registered with Movie Association, the umbrella organization of the halls, will be screened in the hall after getting the recommendation of the Producers Association.

The state has enforced censor on the film. Now the film workers' association is also trying to impose their own kind of censorship,' says director Manoj Pandit, objecting to the decision, 'film workers now have to face censorship not only from the state, but also from the association, which is not acceptable to us.' He accused him of making such a decision to assert his dominance. "People who don't understand that film is an art, it is a creation sometimes bring such syndicate rules, but they don't understand that it cannot be implemented," says director Pandit.  He says that it is an insensitive step to create a rule to create trouble from the organization opened for the benefit of

films should be abolished. He said that whether or not to join the association is voluntary for the filmmakers and it cannot be made compulsory.

'Even before, we had to take permission from various organizations, it was removed after protesting. This is all a game to collect money,' he said, 'All kinds of procedures and decisions that try to curb the film should be cancelled.' 

There was a long-standing dispute between the producer and the film association over the screening of the film. A task force was formed to resolve the dispute. Deepakraj Giri, Rambabu Gurung and Sunil Kumar Thapa on behalf of Producers Association and Surendra Thapa, Kapil Prasad Dwa, Chhabi Ojha and Prajwalshamsher Jabra on behalf of Film Association were members of the working group. Udaya Subba was made the coordinator from the Producers Association and Gopal Kayastha was made the coordinator from the Movie Association. The latest decision came with the consensus of this working group.

Giri and Gurung have been raising their voices against restrictions imposed on the film. However, now a new rule has been announced so that two big organizations in the film sector will have control over their involvement. Giri, who is among the members of the task force, argues that this decision was taken to strengthen the producers' union.

"Producers union should fight for various filmmakers, should hold meetings," he says, "There is a situation where they have to be chased because they could not pay the rent." Where will the office rent and staff fees come from?'

 He said that since every businessman has a common organization, the producer must also be a member of the union. "200 films are being made in a year, the cinema hall is the same, there is a situation of conflict, it also had to be regulated," he says, "This step has been taken to regulate because the producers do not fear each other." 

General Secretary of the Producers' Association Thapa also reiterated the position that film companies must be registered with the Producers' Association. Films are made without registering with the Producers' Association and taking permission from the Development Board. And the film is given to the distributor and registered with the Film Association. The filmmaker himself is not in the Producers Guild. Now, to register the company, it must be registered with the Manufacturers Association,' he said. 

Kayasth of Movie Association claims that this decision will end the dispute between producer and distributor and between producer and hall. The rule of taking the recommendation of producers' association was also implemented in the film sector earlier. Producer Rajkumar Rai filed a petition in the Supreme Court against the development board's decision to take the recommendation of the producers' union to make the film a decade ago.

The Supreme Court annulled the decision of the board. "That was the Supreme Court's first decision to abolish the syndicate system of unions," says Rai. However, he is in favor of Rai's latest decision. This is against the law, but the agreement between the main organizations cannot be called 100 percent wrong. At that time there was a fight between these two organizations. Now if they are trying to work for each other's benefit in a professional way, it should be considered positive.' 

filmmakers are facing constraints right from the production stage. If there is a police scene in a film, the police asks the production team for a script. If the police is wrongly shown in the film, that scene will be 'censored'. The filmmaker has only one statement on this - 'If we have done something wrong, we have the right to arrest them. However, asking for a script in advance is censorship. How many places pass the censors and ask for permission?' 

director Ganeshdev Pandey questions when the film workers will be able to tell stories openly. Producer Aviral Thapa also agrees with Pandey and adds, "It is absurd to ask them before making an army/police film."

This is also an interference on the freedom of expression. Pandey himself was in a long trouble of censorship. The film 'Ganjabaaja' announced by Pandey had to make a long round from court to various bodies related to film for the production license. The development board did not give permission for the production of the film because it contained the word 'Ganja' in the name itself. Pandey reached the court. This case, which was stuck in the court for one and a half years, came to the fore almost 2 years after it was agreed to remove the moon dot over the word 'cow'.

Director Kumar Bhattarai could not make a film on 'Dasdhunga 2' after not getting production permission. Pandey's film 'Julebi' also got into trouble with the censors before its release. One of the scenes mentioned Maoist slogans and it was removed.  Director Ganeshdev says that

interference is killing the essence of creation. After the release of the trailer, the development board cut off the letter saying that 'Bulbul' used abusive words. It was during the construction of Bulbul that there was a rule that approval should be obtained when using police uniforms. The film included some scenes in which police officers were used.

Producer Aviral Thapa, recalling the incident where the production team had to write a letter for approval to avoid police intervention, adds, 'Now if the police have to show criminals, they will be asked to remove all the scenes. If all that is removed, where will our art and expression go?' 

producer Thapa believes that restrictions on creation should be removed. It means that art should not be restricted. Freedom of speech is called, film is a medium of expression. There should not be any kind of censorship in art," he says. "Although there is democracy in the country, there is no environment to make films freely. Even if a film is made on a political topic, there is a fear that the film will be screened or not.

The interference of the state, censors and various agencies will affect the development of the film industry and society in the long run, claims director Pandey. "The country/society will develop only as much as art and literature open up. Ankush stifles the composition, it does not allow the society to open up. If there is no development of art and literature, the nation will not develop," he said. 

director Shanta Nepali also opposes restrictions on creation. He argues that restrictions on creativity will destroy the creativity of filmmakers. She said that this kind of interference will discourage new filmmakers. "After the development board gave the license, why did you have to rely on the movie association and the producers' association for the film screening?" Nepali says, "We are not in a position to make films independently, it is surprising that an organization working for our own interests is trying to curb it." 

Director Sujith Bidari says that the belief that good films are made only after setting boundaries for filmmakers is killing creativity. Bidari, who directed 'Aina Jhyalko Putli', says that not only the scenes and dialogues, but also the 'narrative' that the filmmakers want to tell through the film is being curbed.

Not only what the story is showing, but also the subtext of what it is trying to say is being curbed. The director gets to say what he wants to say,' said Bidari, 'but I see that he is trying to control the same power of art.'
