It has been revealed that Ravi Lamichhane, the President of RSWP, who is under investigation for co-operative fraud, fraud, money laundering and organized crime, also committed fraud in the name of charity. Lamichhane, who opened a foundation in his own name to build a hospital in Raskot, Calikot, collected funds through a public appeal.
He took a grant of Rs 55.2 million from the three levels of government saying that even though the donor had given him crores of rupees, he was in debt. However, it has been found that the funds of the foundation have been transferred to the account of wife Nikita.
Kantipur has received a document revealing the details of fraud and fraud on donors and the state in the name of Ravi Lamichhane Foundation. The audit report submitted by the foundation to the Samajkalyan Parishad, Lamichhane's letters to the government saying that the foundation is in debt, the payment details recorded in the Comptroller General's Office about the amount disbursed by the government, and the documents with the bank statement of the amount transferred from the foundation's account in Prime Bank to Nikita Poudel's personal account in Siddharth Bank are confirmed by Lamichhane's charity. Not only the donations collected in the name, but national Dhukuti's budget has also been embezzled.
It has been found that Lamichhane spent the money collected in the name of treatment for the poor people of Karnali for the purposes of paying restaurant bills, recharging mobile phones etc. It is confirmed from the bank statement that Rs 40 lakh was transferred at least twice from the Prime Bank account of the foundation to a personal account in Siddharth Bank in the name of his wife Nikita. It appears that Rs 20 lakh was transferred from the foundation's account on 19 November 2021 (2078 Mansir 3) and Rs 20 lakh on 13 June 2022 (2079 May 30) to Nikita's personal bank account.
A week after the last transaction, on June 7, 2079, Lamichhane announced the RASPA with the campaign of good governance. Along with being active in politics, Lamichhane has appointed wife Nikita as the president of the foundation. The foundation has secretary Ravi Sapkota, treasurer Ambika KC and members Geeta Regmi, Anisha Paudel and Prajita Regmi Ghimire.
'Be it government or individual, national organization or international, even the founders of the foundation cannot transfer and use the funds received in the foundation from anyone,' an official of the Ministry of Finance says, 'It is socially unsustainable and economically fraud and corruption. There should be a detailed investigation and the guilty should be prosecuted.'' were 11 days after that i.e. on December 27, 2075, he announced the construction of a hospital at Raskot in Calikot and appealed for help from abroad. But while collecting financial support from donors for social projects, the foundation did not get a certificate from the Social Welfare Council. The foundation received a certificate from Social Welfare only on Chait 7, 2075. According to
estimates, he announced that it would cost a total of eight crore 71 lakh 58 thousand one hundred and fifty five rupees 32 paise to build the hospital. He also collected about the same amount from various individuals and organizations.
Lamichhane also handed over the hospital to the local Raskot Municipality on Chait 31, 2077 after the construction of the hospital was completed. However, he also claimed through the video that the construction of the hospital cost around 12 crores and his foundation was in debt. Calculating the operating expenses for the past two years, it will reach 120 million. As mentioned, more funds are needed to build the hospital. But we don't ask from you, we appreciate what is given, we didn't ask for it yesterday, we won't ask for it tomorrow either," he said in the video.
Lamichhane, who released a video message saying that he will not ask for social service, said that he had a loan while building the hospital, and asked for a subsidy from the government. On behalf of the foundation, President Lamichhane signed and sent a letter to the Ministry of Health asking for a subsidy on November 4, 2078. It was said in the letter, "Though the construction of the hospital with an investment of 110 million has been completed, the foundation is currently paying 40.9 million to various individuals and organizations including construction and supervision companies, so the government requests that the foundation be provided with a subsidy or directly paid to the construction company. 21 days later Lamichhane wrote another letter. Lamichhane wrote a second letter to the Ministry of Health saying, "I request you to recommend the Ministry of Finance for grant support." Within a week of receiving the letter, Health had written to the Ministry of Finance saying that the money would not be provided. Instead, the Ministry of Finance sent a reply to Health to "send a proposal for program revision and transfer of funds to be managed from the budget allocated under the Ministry of Health and Population".
After 'lobbying' by Lamichhane using political access, the government released 40.9 million on Chait 29, 2078. However, the grant given to the foundation by the government was not in the regular budget. Funding was provided to the foundation by transferring the budget of the special loan (Extended Credit Facility-ECF) from the International Monetary Fund (IMF).
Generally, the IMF provides ECF when the balance of payments weakens due to a decline in foreign exchange reserves. In order to save the economy of Nepal, which is in crisis after Covid, the IMF approved the loan on 30th January 2078 with strict conditions. "As soon as the first installment of the loan was received from the fund, the money was transferred to the Ravi Lamichhane Foundation," says the finance officer, "The said loan should be returned to the IMF by the Nepalese government." If such amount is given to the foundation and it is found to be embezzled, the Abuse of Authority Investigation Commission should investigate. If there is embezzlement, it is a matter of corruption.
Ravi Lamichhane Foundation received the same money from the federal government account in Raskot municipality. The said amount was taken to pay the debt. However, we do not have detailed information about that, the municipality gave the amount that came from the federal government to be given to the foundation,'' the then official of Raskot told Kantipur. On the other hand, Lamichhane Foundation has taken Rs 32 lakh from Karnali state government and Raskot municipality also said that Rs 30 lakh has been taken. In this way, it has been confirmed that Lamichhane, who went forward saying that the government should build the hospital itself or can build it, apart from the amount raised from the donor, has also taken five million 52 million rupees from the state.
Thus Raskot Hospital itself, built by Lamichhane on the foundation of Bethiti, is now in crisis. Within 3 km area of the hospital, there is Seuna health post and according to the government's plan, a 15-bed city hospital is also being built. Where a 3 and a half storey concrete building is being constructed at a cost of 180 crores.
On the other hand, how the hospital built by the foundation cost about 110 million is also a subject of investigation. Because there are 11 rooms in a single structure using prefab, uPVC and zinc sheet. Raskot Nagar Deputy Chief Maniraj Baral says, "The Raskot Hospital built by Ravi Lamichhane Foundation has a zinc sheet roof. Since its duration is only 10 years, a concrete hospital had to be built."
