The government has given 9-point instructions for the reform of the Dairy Development Corporation (DDC). Stating that the corporation has not been able to function as expected, Agriculture, Forest and Environment Minister Geeta Chaudhary has issued 9-point instructions for the reform of the DDC. According to the DDC, Rs 500 million is yet to be paid to farmers. Prime Minister Balendra Shah had posted his photo on social media last Saturday saying 'Say something'. In the post, social media users criticized the non-payment of farmers' dues and welcomed the promotion of the DDC.

The Prime Minister's post increased the business of the DDC

1. To submit the monthly statistics of milk collection and sale and distribution and the actual details of income and expenditure for the past five years to the Ministry within 15 days and to send the monthly statement of each month to the Ministry within 7 days of the next month.

2. The Corporation shall recover the arrears due to be recovered in accordance with the prevailing law and inform the Ministry within one month.

3. To incorporate the entire process flowing through the Corporation, from milk collection to sale and distribution of milk products, billing system, accounting system, property and commodity status, into electronic record keeping within 3 months in accordance with the 100-point reform points approved by the Government of Nepal.

4. To make electronic attendance mandatory for all types of employees and workers working in the Corporation and to provide regular and overtime payments only if such electronic attendance is verified.

5. To make arrangements to provide only the facilities prescribed by the prevailing law and to issue a code of conduct for employees and workers and strictly enforce it.

6. Update the physical assets of the corporation and prepare its business plan.

7. Make arrangements to provide each employee with a performance report with goals and prepare an evaluation index according to the work description and assign work responsibilities by providing key performance indicators.

8. Prepare a list of the work to be done by the corporation itself and by others and the flow and processes of work performance and prepare a Business Process Reengineering (BPR) and send the details of the improvements that can be made to it to the ministry.

9. Make arrangements to give targets for the sale and distribution of milk and dairy products to the employees working under the Dairy Development Corporation, including the heads of each distribution project and production center, so that the corporation remains profitable, and make arrangements to evaluate their performance based on that.
