The controversial transfer decision of the Civil Aviation Authority's Director of Aviation Safety has finally been withdrawn.

Acting Director General Devchandra Lal Karna had withdrawn the decision on Wednesday, a director of the authority told Kantipur. 

Acting Director General Karna had decided to transfer Suresh Sah to the position of Director of the Civil Aviation Safety Department about a week ago. Sah is a radio engineer by profession and was previously working at a training center. However, according to the law, employees of any group other than the Air Traffic Controller Service Group cannot be given responsibilities in the Air Safety Department.

The Nepal Air Traffic Controllers Association (NATCA) and the Nepal National Employees' Organization had strongly objected to the transfer, calling it against the rules and risky for aviation safety. Both organizations had been jointly demanding an immediate review or cancellation of the decision.

NATCA had stated that giving responsibility to employees of unrelated service groups in sensitive positions like Aviation Safety Director was a violation of the Civil Aviation Authority Employee Regulations, 2066. Similarly, the Nepal National Employees' Organization had called the decision arbitrary, opaque and against institutional good governance.

After pressure from employee organizations and serious questions raised, the authority leadership withdrew the transfer decision. According to a high-level official, the decision was corrected keeping in mind the rules, procedures and the sensitivity of aviation security.
